Fisheries Service (NMFS) seeks a contractor to provide the necessary
personnel, equipment, services and facilities to conduct a fishery
observer program among the salmon set gillnet fisheries around Kodiak
Islands, Alaska during the 2001 fishing season. The purpose of the
program is to provide NMFS the data necessary to assess a threshold
level of incidental injury and mortality to marine mammals occurring
during the course of commercial fishing operations, and to otherwise
manage marine mammal stocks impacted by Category II salmon net
fisheries in Alaska. The contractor shall manage the hiring,
deployment, and debriefing of an appropriate number of qualified,
experienced observers to observe approximately 300 net-days (in which
a net is fished at least six hours in a 24 hour period) of a potential
6,900 net-days of effort in the fishery. The contractor shall also
provide primary debriefers, program managers, and lead observers to act
as field coordinators. The contractor will arrange scheduling with
industry and provide for the deployment and logistical support required
to place observers aboard fishing vessels, set gillnet sites, and on
remote platforms where necessary. The contractor will debrief observers
and provide a variety of data and reports to NMFS. NMFS will manage all
other aspects of the program, including sample design, determination of
observer distribution and level of coverage, training, certification,
and data analyses. This is 100% set-aside for small businesses. See
