Center on behalf of the Center for Substance Abuse Treatment (CSAT)
intends to award a simplified acquisition on a sole source basis to
National Conference of State Legislatures, Washington, DC. The basis
for this requirement is to Provide the Center for Substance Abuse
Treatment with expert information on issues related to State
legislative policy issues and implementation of drug and alcohol
treatment legislation, relevant analytic papers related to managed
care, and an avenue through which the results of relevant Federal
studies and technical assistance related to alcohol and drug abuse
treatment can be provided to state legislators in a timely fashion.
CSAT anticipates receiving the following: monthly progress reports on
development of monitoring and tracking reporting mechanisms for state
legislation, development and dissemination of information materials,
mechanisms for assessing technical assistance needs of state
legislatures related to substance abuse treatment, managed care, and
other relevant issues, and progress in achieving agreed-upon goals for
analytic reports. Additionally, the contractor shall provide CSAT with
draft and final reports on areas mutually agreed upon by the GPO and
the Project Director. The proposed simplified acquisition is for
services for which the government intends to solicit and negotiate with
only one source under authority of FAR 6.302-1. Interested persons may
identify their interest and capability to respond to this requirement
or submit proposals. No solicitation will be issued. It is anticipated
that award of this requirement shall be on or about July 31. Posted
