Abadie, Contracting Officer, 202-690-7506 The Department of Health and Human Services, Assistant Secretary for Planning and Evaluation (ASPE)requires analytical support for estimating the effects of health policies on an as- needed basis. ASPE is responsible for analyzing and evaluating national health policies and for proposing changes that will improve public health policy, access, and efficiency in the delivery of health services. ASPE also must review proposed budgets of, and any proposed changes in legislation and regulation affecting Medicare, Medicaid, the Public Health Service, and related health programs. These responsibilities often require actuarial estimates of the effects of proposed changes in policy, legislation, or regulation. The Government anticipates a single contract award to provide rapid access to the services of several experienced actuaries who can devote immediate attention to the solution of whatever problem must be solved on an as-needed basis. The services are essential to ASPE's ability to perform these responsibilities appropriately and in a timely manner. This procurement is a full and open competition. The basic period of performance will be 1 year with four option periods of 1 year each. A labor hour type contract is anticipated. The date of issue for this RFP will be approximately July 20, 2000.
