POST-ACUTE CARE SETTINGS SOL RFP-23-00-HHS-OS POC Point of Contact:

Assistant Secretary for Planning and Evaluation (ASPE) of the U.S.
Department of Health and Human Services is seeking qualified offerors
to develop a standardized core set of assessment elements across
Post-Acute Care (PAC) settings. Having consistent measures on
beneficiaries in PAC settings will enhance the Department's ability to
compare access, quality, and efficiency of care rendered to Medicare
beneficiaries. ASPE would like to emphasize that this project is not
intended to develop a new PAC data collection instrument, but rather to
harmonize a core set of data elements across existing tools. Because
many of these elements in the core set are currently being used for
payment and/or quality purposes, the harmonizing process will require
extensive knowledge of the current and proposed PAC payment methods as
well as strong questionnaire development and psychometric skills. The
scope of this contract is limited to the development of the harmonized
(uniform or consistent) core elements. Pending future funding, a
separate notice will be published soliciting offerors for a second
project to test the elements produced under this contract. The period
of performance will be approximately 8 months. This is a full and open
competition. A cost type contract is anticipated. The date of issue
for this RFP will be approximately July 17, 2000. Proposals will be due
30 days after issuance date of the RFP. It is anticipated that the
solicitation document will be available on the DHHS website at
www.os.dhhs.gov/progorg/oam/contrct within 5 business days of issuance
of the paper copies. However, to assure receipt, you should request a
paper copy. Requests for paper copies of this RFP must be made in
