7-4 and 7-5 the US Army Alaska is conducting a review of potential
contractor services for performance of activities within the
Directorate of Community Activity Services at the US Army garrison. The
major functional area program under consideration is the Resource
Management Office (RMO) located at Fort Richardson, Alaska. The purpose
of this notice is to identify and establish initial interest from the
vendor community. Responses are for planning purposes only. There is no
obligation on the part of the government to issue a formal solicitation
as a result of this request and participation in this effort is
strictly voluntary with no cost or obligation to be incurred by the US
Government. Information may be used to help formulate bidder's mailing
lists, acquisition strategies, to include socioeconomic program support
and to help establish commercial practices available to the government.
Companies responding may indicate interest in one or both functional
areas. Services are currently being performed by Government employees
(appropriated funding). Resource Management Office: The office is open
5 days a week from 7:30 a.m. to 4:30 p.m. There are currently four (4)
full time staff. Provides programs and services: Develops appropriated
fund (APF) budgets and offers guidance for program managers; exercises
APF budget control through review of expenditures; synchronizes
appropriated and non-appropriated budgets for best use of funding;
develops MOAs, MOUs, and ISSAs; prepares quarterly and semi-annual
reports for activities as required; provides strategy and guidance for
submission of 5 year plan of management; develops unfunded
requirements for submission to major commands and Department of Army;
develops annual financial plan; compiles narrative and statistical data
for briefings; processes funding requests and secures additional
funding; processes all personnel requests, training requests and TDY
orders for DCA. Any responses to this notice should include the
following information: company name, point of contact, address,
telephone and fax numbers, e-mail address, brief description of company
and capabilities, experience areas, size, history, awards or
certifications received by the company or its employees, CAGE code
and/or tax ID number, and business size category. The Standard
Industrial Classification is 8999. The standard size for small business
is $5,000,000. Small businesses will be expected to demonstrate
experience in all areas and good past performance. Interested parties
should provide responses to the market survey questionnaire that can be
accessed on the U.S. Army Alaska, Directorate of Contracting web site
located at http://www.usarak.army.mil/doc/, by 1 August 2000. All
contractors who provide goods/services to the Department of Defense
must be registered in the Central Contractor's Register (CCR). Award of
a DOD contract for solicitations issued after 31 May 98 will not be
made unless the contractor is registered in the CCR. You may register
