COMMERCE BUSINESS DAILY ISSUE OF JULY 3,2000 PSA#2634A -- IDENTIFICATION OF INNOVATIVE CONCEPTS AND PARTICIPANTS 1. The Air
Force Director of Strategic Planning (USAF/XPX) and the Air Force
Research Laboratory Commander (AFRL/CC) will hold the Air Force
Technology Seminar Game (TSG) to identify and assess revolutionary
future warfighting capabilities resulting from future/current
technologies. Undertaken in support of the Chief of Staff of the Air
Force's Aerospace Future Capabilities Game, the TSG will provide a
forum for innovative and insightful research and development personnel
to identify advanced technology-based warfighting capabilities. Our
objective with this Request for Information (RFI) is to gain U.S.
industry_s perspective into science and technology investments and
advancements that identify affordable ways the Air Force Vision and
Critical Capabilities, identified in Volume III of the Air Force
Strategic Plan, could be realized over the next twenty-five years. 2.
The TSG is divided into two parts: a. Pre-TSG concept development
workshops are being held during May-Sep 00 to identify and refine the
system of systems architectures and future concepts responsive to the
Air Force Vision and Critical Capabilities. These efforts will produce
a catalog of futures wargaming concepts and capabilities that will be
assessed during the TSG. b. The TSG will be held 16-20 Oct 00. Using
future wargaming vignettes, the catalog will be assessed to: (1) gain
insights into the potential impact of advanced technologies upon
meeting emerging Air Force needs, (2) identify related areas of science
and technology investments, and (3) assess the utility of these
concepts for use in Air Force and Department of Defense (DoD) futures
wargaming. 3. U.S. DoD contractors are invited to submit, at no cost to
the government, warfighting concepts addressing the Air Force Vision
and Critical Capabilities for the 2015-2025 time period. The emphasis
is upon innovative weapon system concepts and system of systems
architectures embodying advanced technologies that are not currently
programmed within DoD. Submitters of selected concept and capability
descriptions will be invited to brief, at no cost to the government,
the TSG Vigilance, Reach and Power Innovation Teams 7-9 Aug 00 at
Wright-Patterson Air Force Base OH. Concept descriptions should be in
a Microsoft Office-compatible PowerPoint electronic format. These
descriptions, which are preferred to be unclassified and
non-proprietary, should contain the following information, as a
minimum: a. Name of the concept, b. Basic mission (e.g., air
superiority, command & control, etc.), c. A top-level physical
description of the weapon system concept and illustration (dimensions,
weights, payloads, design characteristics, etc.), d. System
performance characteristics (speed, range, altitude, target type,
etc.), e. Mission CONOPS: During a typical mission, describe how the
system is used or the purpose it fulfills. Example: Air-to-air missile
-- Provides a hypervelocity kinetic energy or explosive kill of
airborne vehicles, f. System CONOPS: Describe how the system functions.
Identify key features. Example: AWACS -- provides a long-range airborne
radar; capable of tracking XX targets at the same time; vectors air
superiority fighters to intercept hostile targets; hands targeting
information off to the fighters, g. Describe weapon system limitations.
Examples: Degree of coverage of the field of view for ISR systems;
maximum mission duration; etc, h. Identify the critical technologies
that require risk reduction or maturity in order for this weapon system
concept to enter Engineering and Manufacturing Development (EMD).
Identify the current level of technology maturity for each critical
technology or group of related technologies. Identify the year when the
risk reduction, given no budgetary constraints, would be complete and
EMD could begin. 4. U.S. DoD contractors are invited to nominate
representatives to participate in the game in Oct 00. Nominations
should be for creative individuals with a demonstrated ability to
identify and advocate "out-of-box" insightful solutions to perplexing
warfighting problems in the 2015-2025 time period. Nominees will be
selected to provide a broad area of technical, warfighting and
logistics expertise as well as for their relevant demonstrated
innovation and creativity. All nominated personnel must have a current
Secret security clearance. The government is not liable for any costs
associated with the nominee_s participation in the TSG. Nominations
should include: a. Brief resume of the nominee, b. Examples (i.e.
papers, etc.) of innovative ideas advocated and championed by the
nominee, c. Current security clearance. 5. Deadline for receiving
concept descriptions and nominations is Friday, 14 Jul 00. Include the
full contact information for these people including: full name,
organization, organizational symbol, mailing address, telephone number
and E-mail address. E-mail submittals are preferred. Concept
descriptions and nominations may be sent to Mr. Mike Snead, AFRL/XPZ,

Unclassified and non-proprietary submissions may be made to
wargaming@afrl.af.mil. The government will not return any materials
submitted in response to this RFI. 6. Concept submitters are advised
that AFRL support contractors, including but not limited to SAIC,
Veridian, Anteon, and SAI, may and probably will have access to this
information. Further, this information may be provided to other AFRL,
Air Force and DoD organizations and their support contractors as well
as non-government participants in the TSG. 7. Questions may be directed
