The intent of this Request for Proposal is to obtain refuse collection services for Naval Construction Battalion Center by means of a combination firm-fixed-price and indefinite quantity contract. The Contractor shall furnish all labor, tools, materials, vehicles, equipment, transportation, and supervision for collection, transportation, and disposal of refuse. The successful Contractor shall comply with all Local, State, and Federal refuse collection and disposal regulations for residential and commercial/industrial solid waste and asbestos. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering the following: FACTOR A -- Experience/Past Performance (Specific refuse collection experience and past performance); FACTOR B -- Capacity to perform (Evidence of adequate equipment, facilities, licenses, and personnel); FACTOR C -- Price. Unless there is evidence of sufficient interest, a Site Visit and a Pre-Proposal Conference will not be held. This is not a public bid opening. A combination Firm-Fixed Price/IQ Contract is anticipated and will include a base year and four option years. The Standard Industrial Classification Code is 4953 and the annual size is $6 million. This RFP is unrestricted; however, a 10% evaluation factor will be allowed for Mississippi HUBZone small business. Proposals will be considered from all responsible sources. The successful contractor must be registered in the CENTRAL CONTRACTOR REGISTRATION (CCR) date base prior to receiving any contract award.
