The National Library of Medicine is seeking small business sources for the preservation microfilming of brittle, fragile, and rare library materials. Preservation microfilming requires that stringent quality standards be met consistently for all tasks. The project will be broken down into two separate requirements. Requirement One consists of bibliographic control and preparation for filming. The subtasks of this requirement are: 1) Search bibliographic utilities; 2) Pull volumes and charge/discharge them in an online circulation system; 3) Perform page-by-page collation and determine appropriate preparation actions; 4) Produce various targets; 5) Program microfilm reels; 6) Inspect all work and correct all preparation errors; 7) Ship volumes to offsite filming facility; 8) Check-in filmed volumes and microfilm reels; 9) Update NLM online bibliographic files; 10) Order and assemble boxes for filmed volumes in poor condition; 11) Track the location of each physical piece throughout the preparation process; 12) Monitor and control the overall preparation workflow; and 13) Perform rework as needed. Requirement Two of the project consists of filming, duplicating, and polysulfiding 35mm microfilm to archival standards. The subtasks of this requirement are: 1) Produce high contrast, continuous tone and color microfilm camera masters, print masters and, when requested, service copies; 2) Polysufide print masters; 3) Follow special filming instructions provided for individual books; 4) Produce various targets; 5) If needed, and if approved by NLM, disbind volumes; 6) Box and label each reel; 7) Perform technical, physical, and page-by-page bibliographic inspection of film; 8) Correct all filming errors; 9) Fill out an NLM inspection form for each camera negative reel; 10) Return microfilm and filmed volumes to NLM; and 11) Perform rework as needed. Requirement Two will be done at the Contractor's facility. Potential offerors may propose on Requirement One, Requirement Two or both requirements of the project. The Government intends to make one award for Requirement One and one award for Requirement Two. Approximately 25,000 volumes are anticipated to be microfilmed under this contract over a five year period. For Requirement One offerors should provide evidence at least 3 years of successful corporate experience within the last five years in the execution of projects involving preparation of library materials for microfilming, library collection maintenance, or bibliographic control of library materials which are similar in size, scope, and complexity to NLM's proposed project. Offerers' prior experience should reflect a high level of performance in the following areas: 1) project planning, supervision, and management; 2) quality control, as evidenced by consistent on-time delivery of technically acceptable work; 3) analysis and resolution of complex bibliographic problems; 4) provision of qualified staff at appropriate levels and in appropriate numbers to meet project requirements; and 5) provision of adequate amountsof staff training. Offerors should demonstrate their ability to provide a full-time, on-site Project Manager with a Master's Degree in Library Science and at least 3 years of relevant experience within the last 6 years in managing projects relating to preservation microfilming, library collections maintenance, or bibliographic control of library materials. Offerors should demonstrate their ability to provide Library Technicians with at least two years of relevant library experience, preferably related to filming, binding, or serials processing. For Requirement Two, offerors should provide evidence of at least 3 years of successful corporate experience within the last five years in producing preservation microfilm from brittle and/or rare library material for projects similar in size, scope, and complexity to NLM's proposed project. Offerers' prior experience should reflect a high level of expertise in the following areas: 1) ability to meet stringent technical requirements for archival-quality preservation microfilm; 2) ability to resolve special filming problems presented by brittle/fragile library materials; 3) quality control, as evidenced by consistent on-time delivery of technically acceptable work; 4) project planning, supervision, and management; 5) provision of qualified staff at appropriate levels and in appropriate numbers to meet project requirements; and 6) provision of adequate amounts of staff training. Offerors should demonstrate their ability to provide a Project Manager with training/education in photographic science and preservation microfilming and at least two years of relevant experience within the last 5 years in managing preservation microfilming projects. Offerors should demonstrate their ability to provide camera operators with at least one year of experience in filming brittle and/or rare library materials. Offerors may submit capability statements for Requirement One, Requirement Two, or both. Interested firms must submit separate capability statements for each requirement, as applicable, which demonstrate their ability to perform the requirement(s) stated herein. Capability statements must include a resume for proposed Project Manager; at least three references (including current addresses and phone numbers) with knowledge of offeror's recent performance on relevant projects of similar complexity. The size standard -- average annual receipts for preceding three years -- is not to exceed five (5) million dollars.
