Bureau is requesting offers for the purchase of 4000 each student
workbooks at grade level 5-6, for the Drug Abuse Resistance Education
(D.A.R.E.) program. This is a small business set aside and a
solicitation. No additional information will be mailed out. Vendors
with questions may fax directly to the contracting Officer, listed
above. The government will make an award to the responsible offeror
whose offer conforms to the soliciation contained herein and is most
advantageous to the Government, that which represents the Best Value to
the Government. All offers which are rated technically sufficient will
then be evaluated for delivery time ARO and cost/price. The proposed
cost or price must be reasonable and reflect technical requirements.
Yhe Govt. may award to other than the lowest priced offer, if the
delivery time for the lowest priced offer is significantly longer as
defined by the Govt. In the event that two or more offers are
technically equivalent, then the cost/price and delivery time become
primarily important. Total prices quoted may include a separate line
item for estimated shipping costs to Port of Spain, Trinidad. Vendor
may invoice actual shipping costs after shipment is made. Vendor may be
requested to ship by express mail to the requiring User in the American
