IAW AR215-1, 7-4 and 7-5 the US Army Alaska is conducting a review of potential contractor services for performance of activities within the Directorate of Community Activity Services at the US Army garrison. The major functional area programs under consideration are the Education and Training Services operations located on Fort Richardson and Fort Wainwright, Alaska. The purpose of this notice is to identify and establish initial interest from the vendor community. Responses are for planning purposes only. There is no obligation on the part of the government to issue a formal solicitation as a result of this request and participation in this effort is strictly voluntary with no cost or obligation to be incurred by the US Government. Information may be used to help formulate bidder's mailing lists, acquisition strategies, to include socioeconomic program support and to help establish commercial practices available to the government. Companies responding may indicate interest in one or both functional areas. Services are currently being performed by nine (9) full time Government employees with appropriated funding. Education and Training Services: The hours of operation are 4 days a week from 7:30 a.m. to 11:45 a.m. and 1:00 p.m. to 5:00 p.m. Provides programs and services: Operate, maintain and administer the activities of the education center, Learning Center, MOS Library, and Post Library; provide individual educational counseling services; coordinate and support "Unit Classes" as required; obtain instruction services as required and schedule classes; provide Learning Center with internet capability; provide referral services to education programs; provide recognition programs for honor students; provide graduation ceremonies; provide copier and automation services and materials; coordinate financial aid program; provide testing services including results and requests for transcripts as required; act as Test Control Officers; provide classrooms equipped with instructional aids; serve as Education Management Information System (EDMIS) administrators; provide tours of education facilities; provide statistical reports as required; design and maintain local ACES website; serve as liaison with public school system and higher educational institutions; provide and operate a computer library; conduct financial aid workshops; provide career and occupational guidance and assistance; track individual progress towards educational goals.
