Sought notice published on December 16, 1999. Firms submitting
capabilities statements in response to that notice do not need to
re-submit unless there has been a change in qualifications or
capabilities. DOE/AL is seeking sources capable of operating and
maintaining the following government-furnished (GF) aircraft from GF
facilities on Kirtland AFB, in Albuquerque, NM: 1 Learjet 35A, 2
DC-9-15F, 1 Beechcraft B-200 Kingair, 2 deHavilland DHC-6, and 1
Gulfstream G-III. The aviation services of DOE/AL include the
transportation of: (1) hazardous, classified, and time critical
materials for the Transportation Safeguards Division (TSD), Nuclear
Weapons complex plants and laboratories, the Department of Defense
(DOD), and other agencies and contractors; (2) time critical classified
and/or hazardous materials between the National Laboratories and
various test locations in support of nuclear weapons and other related
defense and work-for-others programs; (3) emergency operations include
moving emergency response personnel and equipment as necessary to
locations both in CONUS and OCONUS; (4) operations of aircraft as
aerial platforms in support of research and development programs of DOE
and the National Laboratories; and (5) special flights for key
management and engineering personnel as necessary. The successful
contractor will provide crews, maintenance, inspection, and some
General and Administrative support functions for the aircraft
operations. All aircraft are currently on maintenance support programs.
The DC-9 fleet operates approximately 1,400 hours of a program total of
2,700 flight hours. R&D operations of the DHC-6 fleet account for
nearly 500 flight hours. One DC-9 is operated on a 24-hour ready
stand-by basis for defense program emergencies or urgent situations.
The DOE/AL aviation operations adhere to the air carrier provisions and
requirements of 14 CFR 121 and 135. These FAA regulations impose the
same standards, qualifications, and requirements of operation,
maintenance, quality control, and training as those of supplemental and
on-demand air carriers and operators of large and small aircraft. In
addition, the contractor must further adhere to DOE Order 440.2,
"Aviation" and DOE/AL Aviation Implementation Plan for DOE Order 440.2.
In most cases, DOE aircraft, with the exception of one DHC-6, must be
operated as civil aircraft and under an Air Carrier Operating
Certificate (ACOC) when other than "Common Treasury" reimbursement
occurs. The contractor must have its ACOC and Operating Specification
amended to include the DOE/AL related contract requirements. DOE/AL
aircraft are currently operated and maintained by Ross Aviation, Inc.
under contract number DE-AC04-96AL87211 which is due to expire April
30, 2001. The type of contract contemplated is cost plus award fee. All
interested, responsible sources should submit qualifications and
capabilities statements no later than 4:00 PM, MDT, July 26, 2000. All
firms must indicate their status as a small or large business under
SIC 4522, size 1500 employees. DOE/AL reserves the right to set this
procurement aside or use full and open competition based on an analysis
