is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulation, as suplemented with additional information included in this
notice. This announcement consititues the only solicitation; invitation
for bids or written solicitations will not be issued. The solicitation
number is DACW27-00-B-0037 and this solicitation is issued as an
Invitation for Bids. The established bid opening date is July 20, 2000
at 1:00 PM (Local Time). The SIC is 5051. This solicitation is set
aside for small business. All responsible sources may reply. Bidders
shall submit a signed and dated bid to U.S. Army Corps of Engineers,
ATTN: CELRL-CT/Hitner, 600 M. L. King Jr. Place, Room 821, Louisville,
Kentucky 40202-2230. Bids may be submitted on letterhead stationary
and must indicate solicitation number, bid opening date and time, name,

Contractor shall furnish all labor, equipment and materials and perform
all operations necessary to furnish and deliver stainless stell wire
rope as specified. 2. APPLICABLE PUBLICATIONS. The following
publications of issues, referred to there-after basic ddesignation
only, form a part of the specification to the extent indicated by the
references thereto as required: 2.1-American Society for Testing and
Materials (ASTM). A 492-82-Standard Specifications for Stainless Steel
and Heat-Resisting Steel Wire Rope; 2.2-Federal Specification (Fed.
Spec.), RR-W-4100 & AM-1-Wire Rope and Strand. 3. QUALITY ASSURANCE.
3.1-Test of Materials-The Contractor shall test and analyze materials
and they shall be certified by an approved laboratory to demonstrate
the material for the wire rope conforms with the specifications. These
tests and analyses shall be performed and certified at the
Contractor's expense. 3.2-Test Procedures of Finished Wire Ropes and
Strands-The Contractor shall have samples of the finished wire rope and
strands tested by an approved laboratory in accordance with the test
procedures as described in Fed. Spec. RR-W-4100 and Am-1. 3.2.1 Tensile
strength test of furnished wire ropes and strands (4.4.1.1). 3.2.2
Wrapping test of main wires (4.4.3). 3.3 Special Test Requirements-When
doubt exists as to soundness of any material part such part may be
subjected to any form of on-destructive testing determined by the
Contracting Officer. This may include ultrasonci, magnaflux, dye
penetrant, x-ray, gamma ray or any other test that will thoroughly
investigate the part in question. The cost of such investigation will
be borne by the Government. Any Defects will be the cause for rejection
and rejected parts shall be replaced and retested at the Contractor's
expense. 3.4 Workmanship-Workmanship shall be of the highest grade and
in accordance with the best modern practices to conform with the
specifications for the item of work being furnished. 3.5. Quality
Control-The Contractor shall establish and maintain a quality control
system to assure compliance with the contract requirements and shall
maintain records of quality control operations covered by these
specifications. 3.6-Shop Inspections-Unless waived in writing by the
Contracting Officer, a Government Representative will check the wire
rope in the shop to determine the correctness of the fabrication. 4.
SUBMITTALS-Contractor submittals shall be in accordance with the
requirements of particular sections of these specifications for the
respective items and as specified herein. 4.1-List of Materials-The
Contractor shall furnish a copy of all purchase and mill orders, shop
orders and work orders. The contractor shall furnish a list designating
the material to be used for wire rope. Where mills test required,
purchase orders shall contain the test site address and the name of the
testing agency. The Contractor shall also furnish a shipping bill or
memorandum of each shipment of furnished pieces to the project site
giving the designation mark and weight of each piece, and the number of
pieces. 4.2 Certified Test Results-Certified test reports for the
material test and analyses and testing of the finished wire rope shall
be submitted for approval. 5. MATERIALS-Materials and standard
articles shall conform to the respective specifications and other
designated requirements. Sizes shall be specified. Where material
requirements are not specified, materials furnished shall be suitable
for the intended use and shall be subject to approval by the
Contracting Officer. 5.1 Stainless Steel. ASTM A167, UNSS30400, TYPE
304. 6. FABRICTION OF THE WIRE ROPE. 6.1. Wire Rope. 6.1.1. 1-3/8 inch.
Fed Spec. RR-W-4100, TypeIV, Class 3. 85 ton break strength,
Construction 2, 6 by 30 IWRC, except that wire shall be Type 304
Stainless Steel, Lang Lay. Wire rope shall be lightly lubricated during
fabrication. 6.1.2 Uniformity of Manufacturer-Each wire rope length
shall be taken from a master run to ensure maximum uniformity of
manufacturer. 7. PACKING AND MARKING-The new wire rope lengths shall be
furnished on commercial-type steel reels and packed in a manner
acceptable to common or other carriers to ensure safe delivery at its
destination. The reels shall be marked to identify the type, size, and
length of the wire rope. Delivery shall be FOB Destination, Louisville
Repair Station, 2601 Shippingport Drive, Louisville, Kentucky
40212-1010. Delivery of all items is required NO LATER THAN 30
SEPTEMBER 2000. A firm-fixed price is anticipated to result from this
solicitation. The following clauses apply to this acquisition and some
fill-ins are required and must be included with the bid. FAR 52.212-1,
Instructions to Offerors-Commercial Items. 52.212-3 Alternate I
(fill-in) Offeror Representations and Certifications-Commercial Items.
52.212-4. Contract Terms and Conditions. 52.212.5 (DEV), Contract
Terms and Conditions Required to Implement Statutes of Executive
Orders-Commercial Items. EVALUATION OF PRICE: Prices shall be evaluated
by multiplying them by the quantities shown for the respective items
listed, with the appropriate Buy American differential, if applicable.
Discounts for early payment, if offered, will not be considered in the
evaluation for award. DETERMINATION OF AWARD:The Contracting Officer
will make contract award in accordance with FAR provisions 52.214-10
Contract Award-Sealed Bidding. Award will be made without discussions
to the responsive/responsible bidder whose bid, conforming to this
solicitation which will be most advantageous to the Government,
considering price and price related factors. Any solicitation
amendments issued by the Contracting Officer must be acknowledged by
bidders. Bidders must hold bid price 60 calendar days from the Bid
Opening date. A statement specifying the extent of agreement with all
terms, conditions and provisions included in the solicitation shall be
provided by the bidder. Any bid that fails to furnish required
representations and certifications, or which rejects or changes any
terms and conditions of this solicitation, may be rejected and excluded
from consideration. A written notice of award shall result in a binding
contract without further action by either party. Bids shall specify
business size and classification. FACSIMILE BIDS WILL NOT BE ACCEPTED.
