THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTIUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #53SBNB060109 Request for Quotation (RFQ) and simplified method of acquisition will be used for this procurement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The associated Standards Industrial Classification Code (SIC) for this procurement is 3827, and the small business size is 500 Employees.*****The National Institute of Standards and Technology (NIST) has a requirement for a Princeton Instruments Photon Counting Digital CCD Camera System brand name or equal. System shall have the following components: (1) Camera Head, (2) CCD Sensor, (3) Camera Controller and (4) Cables. Performance characteristics: (1) Camera Head: (a) Thermoelectric Cooler, (b) to -40 C with air cooling, fan mounted and provided, (b) to -50 C with water cooling, connectors provided, (c) to -60 C with coolant circulation, (c) Must hold vacuum for = 6 months, (d) X-ray nose with Be window, 10 mil thick and (e) Optical nose with electromechanical shutter and lens mount. (2) CCD, (a) > 1 million pixels, (b) square pixels > 20 m on a side, < 25 m on a side, (c) 16-bit capable dynamic range, (d) Well capacity = 250,000 electrons/pixel; = 500,000 electrons on the output amplifier (e) Dark charge = 60 electrons/pixel-second @ -45 C, (f) = 3% response linearity @ 1 MHz digitization, (h) Read noise = 10 electrons @ 100 kHz; = 27 electrons @ 1 MHz, (j) Special high-resistance silicon for direct detection of x-rays, (k) Spectral response: X-Ray, = 40% quantum efficiency at 8 keV = 5 % quantum efficiency from 3 to 20 keV, (j) Pixel defects: = 2 black column defect, 0 white column defects, 0 row defects, = 9black clusters of 3 pixels each, = 6 black clusters of 5 pixels each, = 42 white pixels. (3) Camera Controller: (a) High-speed interface controller capable of data rates up to 10 Mbytes/sec and also a 100 kHz software-selectable option for sensitive applications that require low readout noise, (b) provides power, thermostating, shutter control and timing signals to the detector head, (c) Temperature setting and readout on front panel, (d) Programmable TTL input and output ports, (e) 16 bit A/D @ 1 MHz and 100 kHz, (f) single controller board compatible with a PCI expansion (bus) slot, (g) Macintosh compatible software drivers for full camera control, (h) Ability to integrate camera control into a larger data acquisition environment. (4) Critical components must be assembled in clean room and system must include full test report of actual performance (Read noise, Dark noise, linearity, and Pixel defects).****Delivery is required within 90 days After Receipt of Order (ARO). Delivery location is the National Institute of Standards and Technology, Receiving, 100 Bureau Drive STOP 3574, Gaithersburg, Maryland 20899-3574. The FOB Point shall be Destination, Gaithersburg, Maryland.****The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; *****Evaluation criteria are as follows: (a) Technical capability to meet or exceed the Government's specifications (offerors shall submit a quotation addressing all required specifications, and shall provide descriptive literature and price list for all item numbers; (b) Past Performance (offerors shall submit evidence of having produced and sold comparable units, with indication of performance success); and (c) Price. Technical evaluation criteria, when combined, are significantly more important than price.*****The Government anticipates awarding a purchase order resulting from this combined synopsis/solicitation to the responsible offeror who quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications to need.
