a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP).
Requirements are as follows: Item 1: 1 ea. CCD camera; Item 2: 1 ea.
Controller for camera in Item 1. Both Item 1 and Item 2 shall meet the
following specifications:The frame straddling camera shall be used to
record double-exposure, electronic holograms with sub-microsecond
exposure separations and with or without image intensification. The
camera shall be operated by a controller which shall be compatible with
a SGI Octane Computer. The camera shall meet the following
specifications:(1) The camera shall be useable and meet its
specifications when c-mounted to a Roper Model No. Princeton
Instruments 7117-0002 gated, lens-coupled image intensifier or equal
and shall allow the intensifier to meet its specifications.(2) The
camera shall have an inter-frame transfer time no larger that 200
nanoseconds and shall record exposures from the intensifier in
specification (1) when that intensifier is operated with gate times as
small as 100 nanoseconds. (3) The camera response shall be within 20
percent of its maximum value when illuminated at 532 nm.(4) The camera
shall be able to record up to 1300 x 1030 pixels.(5) The camera shall
have binning capability to allow its frame rate and sensitivity to be
increased above the full resolution value as the resolution is
decreased. (6) The camera readout speed and dynamic range shall be at
least 5 MHz and 12 bits with read noise no more than 8 electrons
rms.(7) The camera shall be equipped with coolers necessary to meet the
specifications. (8) The camera shall be equipped with a controller
which controls the camera to meet all specifications. The controller
shall allowthe inter-frame transfer event to be synchronized with a TTL
level input trigger. The controller shall provide TTL synchronization
to synchronize other events including the gating of the image
intensifier in specification (1). The controller shall make the
captured frames available to the computer in specification (9). (9) The
controller in specification (8) shall be operable by, and transmit
frames to, an SGI Octane computer which has the following software and
hardware inventories:(a) IRIX 6.5.4 Operating System;(b) MIPS R10000
CPU and MIPS R10000 Floating Point Processor;(c) Two SCSI busses, each
with SCSI disks, CDROM and external SCSI connectors; (d) 256 Mbytes of
RAM;(e) Two IOC3 Serial Ports and One IOC3 Parallel Port;(f) ESI
graphics board;(g) Personal Video Option (analog). (10) The computer in
specification (9) shall be supplied with the software necessary to
operate and receive data from the controller in (9). (11) The software
shall be supplied on CDROM in a format which can be read by the
computer defined in specification (9). (12) The video frames from the
camera and controller specified above shall be transmitted to the SGI
computer defined in specification (9) in a format which can be
displayed and processed by the SGI graphics software . (13) All manuals
and instructions necessary to install and operate the camera and
controller to meet specifications and to install and use the
accompanying software shall be included.(14) The camera and controller
shall operate from 117 vac, single phase electrical service.(15) All
cables and connectors necessary to install and operate the camera and
controller shall be included. The provisions and clauses in the RFQ are
those in effect through FAC 97-16. This procurement is a total small
business set-aside. See Note 1. The SIC code and the small business
size standard for this procurement are 3827 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland,
Ohio 44135 is required within 90 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above are due by 4:30 pm local time July
18,2000 and may be mailed or faxed to Jon C. Schultz, FAX:
419-621-3236, ADDRESS: Glenn Research Center, Plum Brook Station, 6100
Columbus Avenue, Sandusky, Ohio 44870 and include, solicitation
number, FOB destination to GRC Cleveland, Ohio, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

Questions regarding this acquisition must be submitted in writing no
later than 4:30pm local time, July 12,2000. Award will be based upon
overall best value to the Government, with consideration given to the
factors of proposed technical merits, price and past performance; other
critical requirements (i.e., delivery) if so stated in the RFQ will
also be considered. Unless otherwise stated in the solicitation, for
selection purposes, technical, price and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
52.212-1(b). Quoters must provide copies of the provision at 52.212-3,
Offeror Representation and Certifications -- Commercial Items with
