Biological Chemical Command, Soldier System Center is conducting market
research to identify potential commercial sources for carrying bags to
be used by Military Police, Federal Police, Federal Corrections
officers, and Special Reaction Teams. The bags will be all-purpose bags
that are large enough to carry and store all required equipment needed
to perform law enforcement missions. They will be constructed of
durable material with the ability to secure items inside. The bags will
have separate pockets or pouches to store items that need to be
segregated from the other contents of the bag. The main compartment
should have a removable or adjustable divider. The bags will have a
carry handle and adjustable shoulder strap for ease of transport. They
will also provide a means to pack equipment in such a fashion to
reduce noise signature in a tactical environment. The bags shall be
constructed of materials that are durable enough to withstand being
thrown, packed in tight spaces, or pulled across abrasive surfaces.
Re-enforced walls and bottom are desired to maintain the shape of the
bag during use. They shall be water resistant to the level that items
packed inside will not become wet from rain or spilled liquids. All
outside pockets or openings must have a means to secure them in a
closed position. A plastic covered window, 4 inches long by 3 inches
wide is desired to insert identification. Side pockets shall be
adequate to carry a flashlight, binoculars, notepads, etc. Equipment
carried inside the bags may be batons, body armor, traffic control
devices, the Law Enforcement Ensemble, and various other items used in
performing emergency responses. The bags shall be cleanable with
maintenance instructions. Interested sources are required to respond to
this Sources Sought Market Research no later than, July 24 2000 with
information on their product(s). No solicitation document is available.
Firms should submit cost information on each product, item(s)
literature, and a sample of each item is desired. If a firm chooses to
submit a sample, the Government will make no payment for such samples.
Because U. S. Federal Law (specifically, the Berry Amendment) prohibits
the Department of Defense from spending any part of any appropriation
over the Simplified Acquisition threshold on any item containing
textiles, synthetics, coated fabrics (see DFARS Clause 252.225-7012 at
website listed below), interested firms who offer items (and samples)
currently produced offshore should also submit a plan of action for
transitioning production of the item to the United States if adopted by
the U. S. Army. All submitted information shall be considered
confidential. Interested firms should indicate in their response
whether or not they are a small or large business. The Standard
Industrial Classification Code is 2393, the size standard for which is
500 employees or less to be considered a small business. Interested
firms should submit the requested information and sample(s) to: U. S.
