make multiple awards of indefinite-delivery/indefinite-quantity
contracts to provide services related to Physical Security Systems
(PSS). This solicitation is for the re-procurement of the SS services
currently provided under the Multiple Contractor Resource Base,
commonly known as the OMNI Contracts. The Volpe Center is involved in
assessments of security requirements, development of security plans and
policies, and assessment and development of security technologies. This
solicitation seeks resources to support all phases of integrated
security systems and task Orders may include requirements in some or
all of the following areas: 1) Analysis and Planning; 2) Technology
Assessment and Development; and 3) System Design, Development, and
Deployment . The type of support required includes: 1) integrated
security systems design; 2) hardware installation; 3) post-installation
testing; 4) training; and 5) directing the development of next
generation enhancements of security systems components. The Government
expects to award four to six contracts resulting from this
solicitation to the responsible offerors whose offers conforming to the
solicitation will be most advantageous to the Government. This
solicitation is being issued on an unrestricted basis. However, the
Government is reserving one award for a certified 8(a) firm and one
award for an eligible small business under the Standard Industrial
Classification (SIC) Code 3669. These reservations will only be applied
to the extent that the proposals received by such firms are both
technically acceptable and demonstrate that the firms have the
potential to compete successfully for tasks after award. The Government
reserves the right to make additional awards. The Volpe Center uses
electronic commerce to issue Requests for Proposals (RFPs) and
amendments to RFPs. Paper copies of the RFP or amendments will not be
issued. These documents will be available on a WWW server which may be

receive electronic notification of the solicitation s posting and

Contractors are warned that when they register to receive
solicitations, amen dments, and other notices, the responsibility for
providing the Government with an accurate and complete e-mail address
lies with the contractor. The Government will make no additional
efforts to deliver information when the system indicates that
transmissions cannot be delivered to the e-mail address provided. This

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small Business and Disadvantaged Business Utilization
(OSDBU), has a program to assist minority, women-owned, and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rat es to provide accounts receivable financing. The maximum
