Background "17. The National Air Intelligence Center (NAIC),
Wright-Paterson AFB, Ohio is contemplating a five year single award
contract to provide NAIC with translations of scientific and technical
information from several foreign languages into English. The
requirement levied on the contractor is to provide either (1) data
capture of hardcopy text and subsequent machine translation and
post-editing (2) or post-editing of digitized files either created by
NAIC or commercially procured and residing on a CD. Post-editing my
encompass a range of options. At a minimum it would be simple
translation of not found words, but it could involve very careful
editing so that the text is highly accurate and readable. The work will
either be performed at NAIC will provide the hardcopy text information
and software required to perform the work or a CD with the digital
textual and graphic files and the software required to perform the
work. The contractor will be required to provide the hardware needed to
host the software of use the CD. Products provided by the contractor
from a contractor facility will be in standard word processing format
on a CD. This translation effort will primarily entail the processing
of open-source foreign language material; however, translation of
classified material (Secret and Confidential) will also be required.
The material to be translated may consist of journals, books,
monographs, and various types of technical documentation. The quality
of the material may vary substantially. The anticipated translation
volume is unknown, but may vary from 1 Million to 20 Million foreign
words. The four languages primarily involved will be: Chinese, Russian,
French, and German. Secondary languages are Japanese, Spanish,
Portuguese, and Italian. Potential sources must provide: (1) evidence
of previous experience or high familiarity with digital input of
foreign languages, including foreign language OCR packages, experience
in machine translation concepts and the use of translators as
post-editors; (2) inhouse computer expertise for establishing an
input/machine translation environment; (3) evidence of the ability to
obtain Secret personnel and facility clearances in accordance with the
Industrial Security Manual (DOD 5220.22M) by contract award; (4)
evidence of TEMPTEST capability; (5) demonstrate the ability to perform
51% of all work to be levied under this contract. All responses will be
evaluated against the criteria listed in this announcement. Limit
responses to five pages or less. Foreign participation is not
authorized. Interested sources should submit their response within 30
days after publication of this synopsis. This acquisition has been
designated a small usiness set-aside. An Ombudsman is to receive and
communicate serious concerns from potential offerors, when an offeror
prefers not to use established channels to communicate his concerns
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions and voice concerns before resorting to use of the Ombudsman.
