The objective of this requirement is to obtain the necessary personnel, facilities, materials, equipment and services to perform tire bead unseating testing on eight sets of tires on three vehicles. The contractor shall measure and evaluate the forces experienced by passenger car radial tires, during extreme maneuvers, which cause tire bead unseating. Based on the forces and data identified above the contractor shall develop a repeatable dynamic bench test to evaluate and measure the resistance to bead unseating performance for passenger car tires. The testing shall be conduct with new tires, and with outriggers, if deem necessary, under controlled conditions (i.e. test driver, asphalt surface coefficient, temperature....). The contractor shall conduct the tests on three vehicle (all popular models with the general public and readily- and widely-available as rental/lease cars). The Government may require a demonstration test at the Offeror's expense prior to award using the test facilities, materials, personnel, and equipments that the Offer or proposes to use in the performance of the contract.
