(HHS,HRSA) intends to negotiate on a sole source basis with the
Institute for Urban Family Health (IUFH), 16 East 16th Street, New
York, NY, to acquire a study to estimate the average number of
physicians, dentists, and registered nurse graduates entering practices
in medically under served areas. The HRSA, Bureau of Health Profession
(BHPr) seeks to increase the number of health care workers in
medically under served areas. This study will provide vital benchmarks
for the Bureau to use in measuring the effectiveness of Title VII and
VIII training programs' efforts to place graduates in these areas. The
objective of this project is to determine the proportion of health care
graduates in the 50 United States and the District of Columbia that
provide service after graduation to the medically underserved
population (those people living in the officially designated Health
Professional Shortage Areas). This proposed study is a continuation of
successful studies that the Institute previously completed through
HRSA's Area Health Education Center grant funds, in 1991, and
subsequently updated in 1996, entitled: The Production of Primary Care
Physicians for Areas of Need: A quantitative Analysis. Because of
prior studies, only the Institute has the extant data, personnel
resources, and tools to perform this study. Based on the unique
capabilities that IUFH has developed in performing this prior work,
HRSA has identified IUFH as the only organization capable of providing
the necessary data, and staffing to perform these services within the
Bureau's time constraints and fiscal year guidelines. A justification
for other than Full and open Competition has been prepared by the
Government in accordance with 41, U.S.C. 253(c)(1) -- Only one
responsible source. Potential sources having the capability to provide
these services may, demonstrate in writing, their interest and
capabilities for performing this requirement. Informationshould be
