ROCKET CENTER, WV. Water System Evaluation Scope of Work Introduction
The Allegany Ballistics Laboratory (ABL) is a manufacturing facility
located in Rocket Center, WV. ABL operates a water treatment facility
that supplies potable, process and fire protection water to the Plant.
The distribution system is comprised of five storage tanks connected
with piping made of different materials. Scope of Work The
subcontractor will conduct an engineering evaluation of the water
distribution and storage system and will generate a report on all
findings. Prior to starting work, the subcontractor will be provided an
electronic drawing in Microstation format showing the facility and
water system as it is currently drawn. The subcontractor's report shall
include the information specified below. 1. Specify the design adequacy
and life expectancy of the distribution system by section, current and
recommended pipe sizes, and current and recommended types of material
used. The report shall include recommendations for maintaining or
replacing water lines, valves and storage tanks based on the above
evaluation. 2. All water system valves and components will be located
using GPS coordinates for accurate mapping and will be shown on a
new/revised water system drawing in Microstation format. The Contractor
will be provided with 6 hard copies and 6 electronic copies of the
drawing. All valves shall be located and evaluated for life expectancy,
maintenance requirements and/or replacement. 3. The report shall
recommend locations for flow meters and shall include recommended
hardware and software to electronically monitor and record flows. 4.
The subcontractor shall evaluate the water quality available to the end
user and make recommendations for improvements if necessary. The
evaluation will produce recommendations for residual chlorine
compliance and advantages of softening at the water treatment facility.
5. The subcontractor will determine compliance with the WV Backflow
Prevention Device regulations. Specifications for compliant backflow
prevention devices will also be required. 6. Complete water system
check and identify leaks. 7. Evaluate whether the flowmeters should
receive any type of maintenance or calibration. 8. Evaluate and
recommend any plumbing that could be eliminated Estimated cost is in
the range of $25,000 to $100,000. Specifications should be available on
or about 7/28/00. The bid opening date is not firm but is anticipated
on or about 8/28/00. Bonds will be required. Sent written request for
