The National Park Service, Denver Service Center, 12795 West = Alameda Parkway, Denver, Colorado 80225 seeks a qualified firm (s), or group = (s) with expertise in surveying and mapping services to be performed in the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Virginia, = West Virginia and the District of Columbia. The Government may elect to = award a single task order contract or to award task order contracts to one or = more sources under this solicitation. The Government reserves the right to = award contracts, based on the selection board's first selection list, in = order of preference, to the firms considered most highly qualified to perform = the work. Each awarded shall be provided a fair opportunity to be = considered for task orders to be issued. The Government will use such factors as experience, past performance, quality of deliverables, timeliness, or = other factors that the Contracting Officer, in the exercise of sound business judgement, believes are relevant to the placement of orders. The = selected team shall specialize in ground surveys, boundary surveys, aerial photography and aerial topographic surveys, global positioning systems (GPS) surveys, preliminary and final design layouts, construction = layouts as built surveys, hydrographic and hydrologic surveys and technical assistance. The proposed work may extend over several fiscal years, involving projects at various stages, which will required that the = selected firm (s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with subcontractors and/or = NPS Professionals. The A/E will need to have direct contact with federal, state, or local regulatory agencies to assure compliance with = regulations, codes and policies. Aerial photography and aerial topographic survey = work may involve obtaining aerial photography (film and digital), = diapositives, analytics, identifying and establishing panel paints, establishing = survey control, and providing data electronically formatted in the current = AutoCAD and Soft desk formats. GPS surveys may include high accuracy control networks; real time kinematics surveys, boundary establishments; = locating Radio transmissions towers; Resource surveys at various accuracy's; and verifying or identifying the location of point lineal, or area features = on GIS data base to an accuracy of from 15 meters to 1 meter, depending = upon the requirements of the application involved. Preliminary and final = design layouts may involve surveying centerline, establishing alignments, curvature, cross sections and profiles for road layouts; identifying = extent of parking lots, campsites, and day use areas; slope staking, and = setting building and structures footprints. Construction layouts may involve establishing baselines, centerlines for roads, utilities, and parking = lot layouts, slope staking, layout adjustments and modifications, cross-sections grade staking, and quantity surveys. As built surveys = may consist of updating existing mapping and data with recent completed construction activity. Hydrographic and hydrologic surveys may involve stream meander profiles, various flood elevations/design storms, sizing conduits, drainage structures, and erosion problems. Technical = assistance may include survey software conversion, survey data compilation, and = data base implementation. The disciplines required include professional surveyors, phogrammetrists, and supporting technical personnel. The = term of each contract shall be one year with four one-year options. Each A/E = prime awarded a contract is guaranteed a minimum of $10,000.00 during the = life of the contract. The total of all work per year will not exceed = $750,000.00 and each task order will not exceed $150,000.00. The policies and directives of the agency for which the work will be performed will = guide the work. The US Government has adopted sustainable design as the = guiding principles for planning and development. By definition, this means = meeting present needs without compromising the ability of future generations to meet their own needs. In practice, sustainable design utilizes best available solutions within the design tradition and conserves global resources, utilizes energy efficiently, recycles materials and waste = and specifically ecologically responsible methods, practices, and materials = in the construction and operation of Government facilities. The following criteria, in descending order of importance, shall be used in the evaluation of the prospective firms: 1. Demonstrated professional experience and technical competence of the firm, including its = consultants, with various types of services described above. Special consideration = will be given to firms whose recent surveying and mapping experience = demonstrate sensitivity to natural, cultural and historic features and areas. 2. Professional qualifications of the principals and key staff of the firm = and consultants as related to the type of surveying and mapping services = and geographic limits described above. In accordance with FAR 52.236-25 the team should include at least one member that is registered and = certified in each of the states covered under this announcement. 3. Available field equipment, computer hardware, and software for the team to accomplish = the proposed work and demonstrated experience with such resources on the various types of services described above. This equipment must = communicate with Government equipment and Systems, such as the current AutoCAD and = Soft Desk format. 4. Demonstrated project management experience with = projects of similar nature for Government agencies and private industry with such factors as management of subcontractor's control of costs, quality of = work and meeting schedules. Firms also shall provide documentation on = measures taken to produce project schedules and provide scheduling reviews. The procurement is open to small and large business and is subject to = Public Law 100 656. TheBusiness Opportunity Development Reform Act of 1988. = The National Park Service supports the Department of the Interior's goals = to increase small business participation in its contracting programs. The National Park Service strongly encourages the participation of small business firms including women and minority owned and operated A/E = firms and encourages large business firms to include small, women-owned, and disadvantaged business firms as part of their team. Large business = firms selected for contract award will be required to submit a subcontracting plan, which will separate percentage goals for using small business concerns, women-owned, and small disadvantaged business concerns as subcontractors. The subcontracting plan will need to establish goals = for the base and all option years. The Government will not indemnify the = firm selected against liability involving asbestos or other hazardous = materials; that is, a clause holding the firm harmless will be included in the contract. Firms that fully meet the requirements described in this announcement are invited to submit a Letter of Interest and completed Standard Forms 254 for each firm and a Team Standard Form 255 in an original only. Submission of additional supporting material is = encouraged, but only to the extent that it graphically (via drawings and = photographs) substantiates the relevant project work specifically described on = Standard Forms 254/255. In support of the sustainable practices of resource conservation and material recycling, submissions should be concise, = make wise use of recycled/recyclable paper and other materials, and be = organized in such manner that the recyclable material can be easily removed after evaluation.
