Health Service is soliciting the service of a contractor, certified as
an Indian-owned contractor under the Buy-Indian Act, 25 USC 47, to
provide a Community Rehabilitation Center (CRC) for recovering Native
American male and female clients in Northwest Iowa (Woodbury County).
The purpose of the "Classic Halfway House" approach is to provide a
non-medical, moderately structured live-in program designed to
facilitate the rehabilitation of the alcohol and other drug (AOD)
abuser. The CRC is not intended to be an inpatient treatment facility,
but designed to receive those individuals that have been detoxed and
have successfully completed a treatment program. The program focus is
on using all community agencies/resources in order to provide
vocational rehabilitation, education, employment, cultural, and life
skills development to assist the program participants to function in a
clean and sober environment. The CRC enhances the recovery process by
placing the program participant in a clean, safe, and motivational
learning environment where he/she has the opportunity to acquire skills
necessary to avoid relapse. The facility shall meet all requirements in
order to be licensed by the State of Iowa Department of Public Health
and meet all federal, state, and local building codes, space and
sanitary requirements. The Contract will be a fixed price type of
contract and will be awarded for a one-year period with one (1)
one-year option period. If your firm is Indian-owned and operated and
