The Substance Abuse and Mental Health Services Administration (SAMHSA) through the Program Support Center, General Acquisitions Branch, intends to award a 12 month Sole Source Simplified Acquisition to The Invisible Children's Project, Mental Health Association of Orange County, N.Y. An evaluation project to examine the impact of The Invisible Children's Project on families' service use and experiences, assess their current status in terms of quality of life, employment, etc., and assess service costs shall be done. Using case study methods the Contractor shall compare the costs of The Invisible Children's Project to costs of traditional mental health and child welfare services. A model wil be developed for classifying services and outcomes for families from a program perspective. A data base will also be developed. Data from selected case study families' records shall be reviewed and extracted to develop a timeline of services and outcomes for families and provide an analysis. No solicitation is available.
