lpope@psc.gov. The Substance Abuse and Mental Health Services
Administration (SAMHSA), through the Program Support Center, General
Acquisitions Branch intends to award a 12 month sole source Simplified
Acquisition to the National Mental Health Association. An Analysis of
Strategy Development by Key State and Local Stakeholder Coalitions to
Address the Needs of Families in Which a Parent has a Mental Illness
will be developed. Support and technical assistance to five selected
sites in formulated strategies to change mental health service delivery
policies and practices for this population will be provided. The
National Mental Health Association will utilize the Invisible
Children's Program (ICP), developed by the Mental Health Association of
Orange County, New York, as a model for effective systems collaboration
and policy develpment to provide innovative and flexible family
centered services to these families. The National Mental Health
Association staff, incollaboration with the pilot sites and ICP, will
develop anynecessary educational materials within six months of
contract award to assist sites in adaptation of the ICP model. No
solicitation is available. The expected date of award is July 21, 2000.
