RFQ number A-00-0019 is a combined synopsis/solicitation for quotations for commercial services prepared in accordance with FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number A-00-0019 is issued as a Request for Quotation (RFQ) using simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-17. This acquisition is restricted to small business. The SIC code is 8742. The resultant contract will be a Firm-Fixed Price Contract. The Department of the Treasury executes a technical assistance programs in central and eastern Europe and the former Soviet Union using funding provided under the Support for East European Democracy (SEED) Act and the FREEDOM Support Act (FSA). Treasury receives additional direct funding under the Foreign Operations, Export Financing, and Related Appropriations Act of 1999 to expand its geographic scope to offer assistance in selected countries in Asia, Latin and Central America, and Africa. These programs are designed to (1) facilitate reform in the economic policies and financial management of host countries, (2) promote market-oriented economic policies, and (3) help develop or strengthen the institutional framework for implementing such policies. Technical assistance is provided in five core areas by advisors organized in functional teams (Teams) as follows: -- budget management (Budget) -- government debt issuance and management (Debt) -- financial institutions policy and regulation (FIT) -- financial crimes law enforcement (Enforcement) -- tax policy and administration (Tax). The Office of Technical Assistance (OTA) presently implements programs in over 25 foreign countries in six broad regions: Eastern Europe; the countries of the Former Soviet Union; the Middle East; West and South Africa; Central and South Asia; and Central and South America. To implement these programs, OTA utilizes approximately 40 Resident Advisors and 100 Intermittent Advisors. Resident Advisors are assigned on a long-term basis in a foreign country to assist a senior-level counterpart in the host country's ministry of finance or central bank in areas of government policy and management in which Treasury has expertise. Intermittent Advisors provide assistance to senior-level counterparts in specialized areas. The following types of general advisor positions are currently being utilized on one or more of the five teams: 1) Senior Advisor (highest level) 2) Regional Advisor (intermediate level with multi-country responsibility) 3) Policy Advisor (intermediate level with single country responsibility) 4) Economic or Financial Specialty Advisor (intermediate level/single country) 5) Technical Advisor (specialist level). Senior Advisors lead the development of all team activity in their countries and also perform "trouble-shooting" and program evaluation functions as needed. Regional Advisors, Policy Advisors, Economic or Financial Specialty Advisors, and Technical Advisors generally work independently in performing their missions and report to an OTA Associate Director in Washington. U.S. Government advisors operate within the framework of established position descriptions and terms of reference and work plans.The Department of the Treasury's OTA requires advisory and consultant services of a Classification/Compensation Specialist to: A. Review the existing staffing structure of OTA's Teams of Resident Advisors and Intermittent Advisors, including present grade levels and associated compensation levels of Team positions and submit a report presenting the findings of the review and recommendations on appropriate Team staffing structure, appropriate GS grade levels, and compensation ranges for Team positions; B. Submit a minimum of four (4) and a maximum of twenty-five (25) model Statements of Duties for Resident and Intermittent Advisors with appropriate equivalent GS grade levels and compensation ranges. OTA will provide the Contractor with an initial briefing by OTA Senior Staff (the OTA Director and Associate Directors) on the overall Treasury effort, program objectives, staffing structure objectives, and requirements and objectives of individual teams. Following this briefing, the Contractor will review existing OTA documentation (existing team and program Terms of Reference and contractor Statements of Duties etc.) provided by OTA. Individual OTA Associate Directors will be available to meet with the Contractor when necessary to address specific team issues. The Contractor will have a chance to meet with OTA Senior Staff again as a group during the course of its review to raise any issues it may have encountered with impact on all team areas. The Contractor shall submit the following deliverables: Upon completion of their review, the Contractor will prepare a Preliminary Report of the Findings and submit hard copies to the OTA Contracting Officer's Technical Representative (COTR) and to the Treasury Contracting Officer (CO) within six weeks of award. The Preliminary Report will present the findings of the contractor's review of OTA team staffing structure, including grade levels and associated compensation levels of team positions. The Preliminary Report will also include (at a minimum) the following sections: Executive Summary, Introduction, Description of Current OTA Team Objectives, Description of Current Staffing Structure of the five OTA Teams of overseas advisors, including description of grade level and associated compensation level of team positions, Assessment of the Adequacy of Current Staffing Structure, and Recommendations for Change in Current OTA Team Staffing Structure, including grade level of advisor positions. The Preliminary Report shall explicitly discuss what kind of differences exist between the fiveOTA Teams and the impact these differences should have (if any) on desirable Team Staffing Structure and grade level and associated compensation level of advisor positions. The Contractor shall submit two hard copies of the preliminary report (1 to the OTA COTR and 1 to the Treasury CO). The government will review the Preliminary Report and request revision if necessary. The Contractor will make requested revisions to the Preliminary Report and submit the revised report as its Final Report within eight weeks of award. The Government requires two hard copies (1 to the OTA COTR and 1 to the Treasury CO) of the final report. In addition, the Contractor will provide the OTA COTR with a diskette of the Final Report as accepted by the government in Microsoft Word Version 97 format. Following the government's acceptance of the Final Report, OTA will request that the Contractor prepare a minimum of four (4) and a maximum of twenty-five (25) Statements of Duties, including grade level equivalent information and associated compensation levels, to be used as models for PSC team advisors. The government will determine the extent of this deliverable following its acceptance of the Final Report. The Contractor shall submit draft Statements of Duties in uniform format which will include (at a minimum) the following sections: Introduction, Duties and Responsibilities, Supervision and Guidance Received, Qualifications, Work Environment, Grade Level Equivalency and Associated Compensation Level. The Contractor shall submit final Statements of Duties on diskette in Microsoft Word Version 97 format (1 each) to OTA. In addition, the Contractor shall submit hard copies of the report (1 each) to OTA and to the Treasury Contracting Officer. The final deliverable shall consist of the Preliminary Report, the Final Report, and a minimum of four and a maximum of twenty-five Statements of Duties requested by the government. 5. Government-Furnished Information The Government will make available to the Contractor information required to review current team staffing structure. This will include: a. Terms of Reference describing the objectives of the various programs, b. Statements of Duties for three advisors on each Team (one from each level). C. Current Advisor titles and compensation levels. 6. Schedule The Contractor is expected to begin work no later than two weeks following contract award. A Post-award Conference will be held. Total contractor effort is expected to be completed within a 12 week period. The following factors shall be used to evaluate offers: 1. Key Personnel-Qualifications of the contractor's proposed key personnel. 2. Technical- approach/method for carrying out the Government's requirement. Demonstrated understanding of and responsiveness to the Government's specific requirement will be evaluated. Offers which merely state that the offeror will adhere to the terms of this statement of work will receive a low score. 3. Past Performance-The offeror's prior performance requirements similar to this one. Offerors should attach information on three previous contracts similar to this project (information must include, at a minimum, description of service provided, client and client contact point with telephone number). 4. Price-All responsible sources may submit a proposal, which will be considered by the Government.
