S -- LONG TERM TEMPORARY RESIDENTIAL CARE AND SECURED DETENTION FACILITY SOL ACD-0-R-0002 POC Cheryl Aldridge 214 905-5392 ext 1 17. This modifies submission No. 412424 dated 1/3/2000. The original Notice is modified to provide for a facility capable of housing at least 1000 adults (850 adult males and 150 females) AND 20 juveniles (15 males and 5 females) per day. The Contractor's facility is to be located fifteen miles from Interstate-35 in Frio, La Salle, Webb, Medina or Atascosa Counties, Texas. Offerors shall be required to provide information to the INS for compliance with the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4321, et seq., and the implementing regulations at 40 CFR Part 1500. NO LATER THAN 60 CALENDAR DAYS after the date of this Notice the offeror shall submit a Phase I Survey conducted in accordance with the American Society of Testing and Materials (ASTM), E-1527-97, "Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment Process." The Phase I Survey shall include, as a "None-Scope Consideration" under Chapter 12 of the Standard Practice, a delineation or identification of on-site wetlands and an analysis of potential impacts to threatened or endangered species or species of special status. The identification of on-site wetlands should include an on-site reconnaissance level survey/report by a qualified wetlands specialist, the National Wetlands Inventory map for the projected area, and an identification of hydric soils on the proposed property. The analysis of potential impacts to threatened and endangered species and species of special status should include a site reconnaissance report identifying potential habitat or presence of protected species by a qualified biologist with federal and state threatened and endangered species (plant and animal) lists. Failure to submit the Phase I Survey for any site within 60 calendar days shall preclude that site from being considered for this procurement. The Government shall only accept offers for which a Phase I Survey has been timely submitted. All other offers will be rejected. Any, and all, information submitted as apart of the Phase I Survey shall be considered non-proprietary and, at the discretion of the Government, be made public during the Scoping process under NEPA or at any other appropriate time. Offerors who have previously requested a copy of this RFP need not request a copy. Please note that a solicitation amendment is being issued to reflect these changes and when available will be mailed to all vendors on the bidders mailing list. All requests for this solicitation must be submitted in writing and can be submitted by facsimile (214 767-7458). Please note that offers will remain open until all National Environmental Policy Act (NEPA) issues are resolved. Offerors are invited to attend a contractor's conference on 7/18/00 to be held at the Worthington Hotel, 200 Main Street, Fort Worth, TX from 8:00 AM to 5:00 PM. The conference will discuss in-depth INS' policy, environmental requirements and provide guidance to potential contractors on complying with the requirements. This project will not be specifically addressed during that meeting. Any questions and concerns resulting from this meeting are to be addressed in writing to the Contract Specialist.
