Period of performance shall be a one year Base Period with four (4) one year Option Periods. Contractor shall provide materials and services related to maintaining the grounds on McChord AFB, WA. An A-76 cost comparison study will be accomplished. This acquisition will be accomplished as a Commercial Service in accordance with FAR 12, Utilizing Commercial Acquisition Procedures and FAR 15, Contracting by Negotiations. Offers will be evaluated utilizing Performance-Price Trade-Off with Technical Factors. In conformance with FAR 19-1300, this acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, please provide the following information to the Contracting Officer not later than 10 days after the publication of this notice: 1) SBA certification of HUBZone eligibility; 2) capability statement for firm; and 3) a positive statement thatyour firm intends to propose on this acquisition. Based on the responses, the Contracting Officer will make a determination whether or not to make this a HUBZone set-aside. If there is not a reasonable expectation of adequate competition as a HUBZone set-aside, the acquisition will be conducted under 100% small business set aside. Offers will be evaluated utilizing Best Value Procedures with the evaluation factors set forth in the solicitation. The Standard Industry Classification (SIC) is 0782 and the Small Business Size Standard is $5,000,000. All responsible sources may submit a proposal that shall be considered by the agency.
