T -- LAW LIBRARY SUBSCRIPTION SERVICE SOL PS000010 POC Linda Dodson (614) 692-3430 The Defense Supply Center Columbus (DSCC) intends to issue a delivery order against the Library of Congress' FEDLINK Basic Ordering Agreement (BOA) to renew the subscription with Lexis-Nexis for the continued use and access of their database for online electronic retrieval. The period of performance shall be from October 1, 2000 through September 30, 2001. DSCC acts as the contracting activity for the Defense Logistics Agency Office of General Counsel and the Defense Contract Management Agency Office of General Counsel for the acquisition of electronic legal research for both organizations. Combined there are over 200 users at over 20 sites worldwide. The Lexis-Nexis service provides for information in the areas of legislation, regulation, business financial, public record, current affairs, and news wire stories. In addition, the service provides legal and legislative databases which allows access to case law, administrative decisions, statutes, regulations, law reviews and specialty publications. Thisnotice of intent is NOT a request for competitive proposals. However, unless affirmative responses are received in writing within 15 days after publication of this synopsis, indicating that a source exists which would be more favorable to the Government, DSCC will issue an order against the FEDLINK BOA. Only vendors currently holding a FEDLINK BOA are eligible to respond. Responses should include full costing information, as well as descriptive literature containing sufficient technical documentation to establish a bonafide capacity to meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
