is amendment to solicitation # F11623-00-Q0015. This amendment was
accomplished to post synopsis to the Commerce Business Daily. (i) This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) The solicitation number
is F11623-00-Q0015 and the solicitation is issued as a request for
quotation (RFQ). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-18. (iv) This is a total small business set-aside.
The associated standard industrial classification code is 7513 and the
small business size standard is $18.5 Million. (v) There is 0001
contract line item and the quantity is one (1) each. (vi) Scott AFB IL
has a need to lease a new 16-20 passenger bus for a period of one
year. The vehicle will be primarily used to transport Distinguished
Visitors on and around Scott AFB. These visits include numerous
conferences and base tours. The minimum performance characteristics of
the vehicle include the following: tinted windows; high-back cloth
seating; perimeter seating arrangement; stain resistant carpeting from
rear of drivers seat to rear of bus; full size spare tire and jack;
high output air conditioner with dual compressors; an additional
minimum 40,000 BTU rear-mounted air conditioner; minimum of a 7.0 liter
diesel engine with auto throttle; automatic transmission; and a minimum
of 30,000 BTU floor heater. (vii) Delivery of the equipment is f.o.b.
destination to Scott AFB IL to arrive no later than 15 September 2000.
(viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1,
Instructions to Offerors -- Commercial, applies to this acquisition.
Subparagraph (b)(4) is changed to read: Offerors must provide a
technical description and specifications ofthe bus being offered in
sufficient detail to evaluate compliance with the requirements in this
solicitation. Offerors must include a monthly unit price for a
one-year period, as well as product literature or brochures.
Subparagraph (b)(7) is changed to read: Any resulting contract will be
subject to FAR 52.232.33 Mandatory Information for Electronic Funds
Transfer Payment. (ix) The FAR provision 52-212-2, Evaluation --
Commercial Items, applies to this acquisition. Paragraph (a) is
completed as follows: Technical specifications, Delivery Time, and
Price. When combined, technical specifications and delivery time are
more important than price. Award will be based on the best value to the
government considering these factors. The government reserves the right
to award a contract to other than the offeror with the lowest price.
(x) A completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, must be
submitted with quote. The provision may be copiedfrom website
http://farsite.hill.af.mil/reghtml/far/52 000.htm. Quotes will not be
considered without the completed provision. (xi) The clause at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. (xii) The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items applies to this acquisition. The clauses at
subparagraph (b)(12), (b)(13), (b)(14), (b)(15), (b)(22), (c)(2), and
(c)(3) of 52.212-5 are applicable. (xiii) The clauses at FAR 52.208-4,
Vehicle Lease Payments, FAR 52.208-5, Condition of Leased Vehicles,
FAR 52.208-6, Marking of Leased Vehicles, and FAR 52.208-7 Tagging of
Leased Vehicles apply to this acquisition. The clauses at DFARS
252.212-7000, Offeror Representations and Certifications-Commercial
Items, DFARS 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, and DFARS 252.204-7004,Required
Central Contractor Registration apply to this acquisition. DFARS
252.225-7001 in DFARS 252.212-7001 applies. (xiv) The Defense
Priorities and Allocations System (DPAS) does not apply to this
acquisition. (xv) The Commerce Business Daily numbered Note 1, 100%
small business set-aside, applies. (xvi) Quotes are due to this office
