This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 52ABNF000069 is being issued as a Request for Proposals. This solicitation document and incorporated provisions are in effect through Federal Acquisition Circular 97-17. This procurement action is full and open. The associated Standard Industrial Classification code is 3572. A firm is a small business for the purpose of this requirement if its size standard is 1,000 employees. A. Introduction -- The National Marine Fisheries Service (NMFS) has a requirement for thirty-seven (37) Pop-Up Satellite Transmitting Data Storage Tags for the purpose of tracking the endangered Hawaiian Monk Seal. Required product specifications are as follows: (1) Pop-Up Satellite Archival Tags (PSATs) must be capable of collecting up to 500 days worth of data on ambient temperature, light levels, ambient pressure (i.e. depth), and battery voltage; then download the stored, processed, and/or summarized data to the ARGOS system of satellites after jettisoning on a specified date, or at a specified number of days after deployment. (2) The tag and/or attending software must be able to provide daily times of sunrise and sunset and/or coordinates of latitude and longitude during the period of deployment. Accuracy of the latter should be within 1 degree of latitude and longitude. (3) Software must besupplied by the manufacturer for downloading, collating and parsing of tag derived data. (4) The tag and/or attending on-board software must also be capable of measuring, recording and downloading the "attitude" of the tag (animal). These data are needed to determine whether the tag actually stayed on the animal until it jettisoned at the programmed date, or whether the animal perished after tagging and the tag was free-floating. (5) The tags must be re-programmable after manufacture, such that the onboard software and date the tag is programmed to jettison can be updated. Further, to customize data acquisition for vastly different test subjects (i.e. sharks and turtles), it will be necessary to re-program or optimize data bin dimensions for each parameter acquired (for example, we may wish to have 5 m resolution in depth for the first 35 m and thereafter 25 m, etc). These programming tasks should be doable by end users, or by the manufacturer at minimal or no cost. Desirable product specifications: (6) A fail-safe device that prevents data loss if the animal sinks and the attached tag implodes. The device would sever the connection before tag implosion, thereby sending the tag transmitter to float to the surface to download data. (7) It is STRONGLY preferred that the manufacturer be able to show a successful number of deployments of their devices (preferably 10 or more PSATs successfully providing almost daily geo-location estimates for animals at liberty in the open ocean for 6 months or more). The manufacturer must give a full description of the unit being offered to insure compliance with required specifications. Warranty and earliest possible delivery times must be addressed by manufacturer. Award will be made to the low cost, technically acceptable' offeror. The Pop-Up Satellite Transmitting Electronic Data Storage Tags are to be delivered to DOC, NOAA, NMFS, 2570 Dole St., Honolulu, HI 96822-2396. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there are no addenda.
