plans to issue a Request for Quotation (RFQ) for a quantity of 2 (two)
QCM Research MK20-1 Thermoelectric Quartz Crystal Microbalances (TQCM)
with 15 MHz Au, Sun-Wise Crystals, and Standard Vibration and Thermal
Cycle Testing. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/JSC intends to purchase these items
from the manufacturer, QCM Research, Inc. in Laguna Beach, California.
This specific sensor is desired in order to reuse flight cabling used
on an earlier occurrence of a Detailed Test Objective (DTO) on STS-74.
The earlier flight used Quartz Crystal Microbalances (QCM) from QCM
Research which were not thermoelectrically cooled. One of the
requirements for a future DTO is to maintain the QCMs at a constant
temperature hence the need to procure new instruments with a
thermoelectric heat pump. The pinouts of the QCMs used on STS-74 are
identical to the pinouts on the MK20-1, thus the cabling from STS-74
may be reused. Therefore, it is in the best interest of the Government
to purchase the MK20-1 TQCMs from QCM Research. QCM Research, Inc., is
the only known qualified source. In accordance with FAR 6.302-1 and
U.S.C. 2304(c)(1), a Justification for Other than Full and Open
Competition stating a unique source is being prepared. Technical
questions should be directed to the Technical Monitor for this
procurement, Forrest Lumpkin, 281-483-2955. The Government intends to
acquire a commercial item using FAR Part 12. Interested organizations
may submit their capabilities and qualifications to perform the effort
in writing to the identified point of contact not later than 4:30 p.m.
local time on July 19, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the Government. Oralcommunications are not acceptable
in response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
