Threat Reduction Agency (DTRA), 6801 Telegraph Road, Alexandria, VA
22310-3398, attempts to award a sole source purchase order to Computing
Devices Canada Ltd. The Contractor shall provide the following
requirements tasks: (1) The Contractor shall integrate chemicaland
radiological detection systems with their existing biological mobile
detection system. The integrated Chemical, Biological, and Radiological
(CBR) agent detection system will be based on the Chemical Integrated
Biological Agent Detector system developed for the Canadian Ministry of
Defense. The integrated radiological detection system shall meet the
requirements of the NATO low level radiation annex to the detector
equipment specifications (Radiac Triptych-D/104). (2) The Contractor
shall provide and operate the integrated mobile CBR agent detection
system, as developed in Task 1, for the August 2000 Smart Building
command post exerciese (CPX). As part of this exercise, the contractor
shall coordinate with the (DTRA) Consequences Assessment Tool Set
(CATS) developer to ensure proper integration with the CATS software.
(3) The Contractor shall gather background data in the vicinity of
Social Hall, Salt Lake City, during the August 2000 (CPX). (4) The
Contractor will provide the level of managerial and administrative
support necessary to satisfy all specified requirements and complete
all specified tasking. This includes an appropriate level of review and
oversight, assessment and management of the risks associated with the
project, and leveraging of the work done and lessons learned to reduce
all associated costs. It also includes preparation and delivery of all
reports specified in the Contract Data Requirements List (CDRL). The
Contractor shall also perform the necessary tasks for acquiring,
storing, and disseminating technical information related to this
effort. (5) The Contractor will provide the (DTRA) program manager with
quarterly Project Management Reports detailing progress,
accomplishments, staffing changes and planned activities. The reports
shall include a MS Project plan of the project, a one-tp-two page
narrative report, a quad chart on the project and status (format to be
provided by the (DTRA) program manager), and a bar chart illustrating
cost expenditures by task and technical completion by task against
programmed effort. Kickoff Meeting -- 30 days after contract awarded
