hamc@tacom.army.mil. The purpose of this market survey is to seek
sources interested in responding to a future solicitation for a
Cooperative Tire Qualification Program Manager. The Cooperative Tire
Qualification Program Manager will be responsible for the following:
The contractor will revise the latest Cooperative Approved Tire Lists
(CATL 1922, 1923) by adding any additional approved tire manufacturers
that meet all test requirements and removing any tire manufacturers
that are no longer valid or must be retested. The contractor is
required to revise, and mail the Cooperative Approved Tire Lists (CATL
1922, CATL 1923) based on test results and quality audit reviews. At
least one copy of each CATL and revision/updates will be provided by
the contractor to any U.S. Federal, State and Local Government agency
that procures tires and requests a copy. Contractor is also required to
provide a Quarterly Progress/Status Report beginning Dec 00 and every
three months thereafter for a total of four quarterly reports. The
contractor is responsible for providing copies of thest status reports
to any requiring government agencies, tire/retread industry of
tire/retread industry association. These reports will include work
accomplished, ongoing and planned. The contractor is responsible for
coordinating with a TACOM approved test facility, oversight of
third-part testing process, results and reporting. Unless otherwise
approved by TACOM, testing will be an ongoing process contingent upon
the availability of industry funding. Contractor Qualification
Requirements: a. Must have a minimum of 5 years tire management
experience. b. Must have participated in new or retread tire selection
and qualification testing and demonstrate an ability to understand
tire appliciations. c. Must have experience in retread tire facility
quality audits. d. Must have technical experience and expertise ato
handle and resolve new and retread tire technical issues, problems, and
concerns with the tire industry and customers of tires. e. Must have
experiencewith tire technical specifications, standards, and scopes of
work. f. Must not be presently employed by a new tire manufacturer or
supplier, retread service or commercial test facility. g. Must have
and provide an endorsement from either the Rubber Manufacturers
Association (RMA) The International Tire and Retread's Association
(ITRA), or the Tire Association of North America (TANA). The
endorsement should be either in memorandum or letter format and
