The Office of Finance Operations and Systems (OFOS) under the the District of Columbia's Chief Financial Officer has issued a solicitation to find a firm with previous D.C. contract experience to assist the Government close its financial year and prepare its reports with the goal of obtaining an auditor's unqualified opinion of its Comprehensive Annual Financial Report (CAFR). The requirement presupposes the offeror, in addition to knowledge of the District's financial system, also has an expert knowledge in the functioning of R*Stars software (called "SOAR -- System of Accounting and Reporting" within D.C. Government). The contract involves reviewing the District's closing manual, prior lessons-learned assessments, "To-Be" models previously prepared, internal control structure documentation and prior management letters relatings to areas of possible improvement.
