Administration (SAMHSA) thru the Program Support Center, General
Acquisitions Branch intends to award a twelve month sole source
Simplified Acquisition to the Greater Detroit Area Health Council to
develop and test a common Request for Information (RFI) that will
enable employers, other health care purchasers, and consumers to assess
the quality of behavioral health care services provided by managed care
plans serving their communities. A Consumer Reort Card will be
developed that can make the behavioral health information collected
through the RFI process available for quality improvement and
plan-to-plan comparison. A behavioral health consumers guide or report
card format that is similar to Greater Detroit's Area Health Council's
1999-2000 Consumer Guide to Health Maintenance Organization's. Written
briefings on the results of analyses and conducting two oral
presentations in the Washington, D.C. area for senior SAMHSA officials,
and senior leaders of the mental health and substance abuse field. No
