COMMERCE BUSINESS DAILY ISSUE OF JULY 6,2000 PSA#2636REQUEST FOR COMMENTS -- FIRSTGOV CERTIFIED PARTNERS The U.S. Government
has a strong interest in making its informtion open and accessible for
all Americans and in working with industry partners in doing so. In
that spirit, the federal government plans to allow commercial and
non-commercial organiztions to use the name FirstGov TM if they meet
specific brand conditions. The U.S. General Services Administration
will enter into branding agreements following this comment and
discussion period. The federal government requests comments on the
branding concept and the following conditions for FirstGov Certified
Partners (FGCPs): 0 INTERITY: FGCPs must use the information "as is",
protecting the integrity and authenticity of the source information. 0
FREE ACCESS: FGCPs must strive to provide uninterrupted, free access
to the governemnt web pages. 0 PRIVACY PROTECTION: FGCPs must not track
any individual visitor's movements to or through the government
information. 0 NO ADVERTISING: FGCPs must not include any active banner
advertising on the screens where aFirstGov TM page is displayed. Only
institutional ads are permitted, such as a static logo with or without
a description such as "Supported in part by XYZ Corporation." 0
POSITIONING: Wherever the FirstGov TM government information is placed
on the certified organiztion's web site, the information on the site
must not be positioned or otherwise associated on the screen with other
content that is pornographic or sexually-explicit, child-threatening,
or contrary to U.S. Government laws, such as civil rights, gender
discrimination, age discrimination, and privacy. 0 ATTRIBUTION: FGCPs
must clearly and conspicuously attribute the information to the U.S.
Government. 0 ACCESSIBILITY COMPLIANT: The section of the web site
containing FirstGov TM information must comply with all requirements of
the federal Rehabilitation Act(Section 508), which ensures effective
access to federal information on the Internet by persons with
disabilities. Intrested parties should submit comments by July 20, 2000
