The Defense Cooperation Attach (ODCA) acting for and on behalf of the French Government is the official Procurement organization of the French Ministry of Defense in the United States. The ODCA is soliciting proposals on a full and open competitive basis from qualified organizations to award a single source contract of a three-year term for comprehensive freight forwarding services. Contract scope will address temporary and final export services between the United States of America and France for all equipment/documentation, whether classified or not, procured by the ODCA on the US soil via FMS and commercial channels. Interested companies have fifteen days from the publication of this synopsis to submit in writing via mail only a request for the solicitation package. Solicitation Package will only be sent to eligible applicant companies. Interested companies shall comply with the following criteria to be considered as eligible applicants: (1) Not having been convicted of any illegal activity such as falsification or Tax fraud on either American or French territory. (2) State in their Request for Solicitation package following information: company name and mailing address, identified POC, telephone & Facsimile numbers, E-mail address. (3) Enclose along with the Request for Solicitation package a list of customers references, a general information package regarding their company (including but not limited to, annual report, geographical coverage, facilities) (4) Prove their ability to communicate in French language and to have a French-Speaking POC. (5) Indicate if they are used to doing business in France and have a net of subsidiaries or partners able to provide freight forwarding services on the French soil. (6) Specify their ability to handle classified shipments. Requests received after the deadline or without the required information will be considered non-responsive to the synopsis and will not be considered. Oral communications are not acceptable in response to this notice. Solicitation packagewill include technical specifications, SOW and general terms & conditions, criteria for proposal evaluation, guidelines in proposal form and content as well as administrative modalities.
