This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the following items from Frequency Electronics, Inc. (FEI), 55 Charles Lindbergh Blvd., Mitchelfield, NY 11553: 1. Precision Oscillator 2. Copies of performance test records for the precision oscillator FEI is being selected for the follow reasons: a. The precision oscillator is required as a replacement spare flight subsystem for the vegetation canopy lidar (VCL) instrument now being assembled in the multi-beam laser altimeter (MBLA) electronics integration lab. It must have exact electrical specifications, mechanical fit, and performance characteristics as the existing flight precision oscillator now in use. b. FEI designed and fabricated the existing flight precision oscillator under a previous contract. No other contractor can provide the required features of the flight precision oscillator. It is required that the flight spare oscillator be the exact duplicate of the existing unity. It is estimated that additional R&D costs would be incurred for development and packaging by another manufacturer to match the FEI performance and it would still not be an exact replica, since the specification and implementation of the precision oscillator is proprietary to FEI. c. The required delivery time will be 4 months after contract award. FEI is the only manufacturer that can provide the required precision oscillator within the required delivery time. Specifications and drawings will be provided upon request. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 28, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
