NASA/GSFC plans to issue a Request for Quote (RFQ) for one (1) each
Large-Pulse Ultraviolet Laser for the transmitter of the Raman Airborne
Spectroscopic Lidar (RASL) Instrument. The RASL instrument design
nominally assumes that a flashlamp pumped, Q-switched, frequency
tripled Nd:YAG laser will be the transmitter. Other lasers or
configurations will be considered and evaluated with all due
consideration of impacts to the rest of the RASL instrument design and
performance. Complete optical, electrical, mechanical, environmental
and chiller specifications will be provided with the RFQ package.
Exceptions to the specifications must be noted and will be weighed
against costs and other factors in considering proposals. Warranty and
service contracts will also be considered in this procurement and
should be included and may be priced separately. A minimum one-year
warranty period is considered essential. Proposal must include vendor
set-up and demonstration of performance specifications at customer's
lab. Vendor must furnish any specialized equipment needed to perform
acceptance tests or provide notice to customer at least 3 months in
advance of any equipment needed for demonstrating the laser. Customer
may have available a laser power meter, laser safety goggles, and a Big
Sky Laser beam diagnostic system to use in performing acceptance tests.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The Government intends to acquire a commercial item
using FAR PART 12. This procurement is a total small business
set-aside. See Note 1. The SIC Code and Size Standard are 3825 and 500,
respectively. The DPAS Rating for this procurment is DO-C9. The
anticipated release date of RFQ 920-78736-902 is on or about July 21,
2000 with an anticipated quote due date of on or about August 11, 2000.
All qualified responsible sources may submit a quote which shall be
considered by the agency. An ombudsman has been appointed -- See NASA
