(256) 955-3441 The purpose of this sources sought synopsis is to effect
a market survey to determine whether potential sources exist to support
the Space and Missile Defense Battle Lab (SMDBL) for detailed
characterization of threat systems and their tactical usage. These high
fidelity characterizations would include system performance,
manufacturing techniques, 6 degree of freedom motion specifications,
target/object signatures, and associated penetration aid designs and
performance characteristics. These threat systems consist of short to
intercontinental range ballistic missiles including submarine launched
ballistic missiles, air-breathing tactical missile systems and
aircraft, for both current threats as well as projected threats. In
many cases, these threat descriptions have been developed using little
published intelligence data, thus requiring intelligence approval
community review for validation. The nature of the various ongoing
ballistic missile defense acquisition programs forces threat scenario
development into time critical schedules. A primary objective of this
contract is to provide an intelligence validatible threat specification
for use in a contentious environment and within the constraints imposed
by certain acquisition program milestones. A current SECRET facility
clearance with NATO, CNWDI, Restricted Data, Formerly Restricted Data
and NOFORN will be required. Key personnel require TS/SCI access for
coordination with intelligence community in performance of this effort.
This action is not open to allied participation at the prime contract
level. The Standard Industrial Classification Code applicable to this
effort is 8731 with a small business size standard of 1000 employees.
