commercial services prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This solicitation is issued as a Request for Proposal (RFP) and
the solicitation number is DAHA23-00-P- Solicitation document an
incorporated provisions and clauses are current through Federal
Acquisition Circular 97-13. This procurement is being solicited on an
unrestricted basis under SIC Code 7699. Statement of Work Contract is
to pick-up two (2) T700 Engines, SN: GE-E-306849 and SN: GE-E-307635,
from MO-AVCRAD Shop, 2501 Lester Jones Ave, Springfield, MO 65803-9513.
Contractor to provide shipping container (engine can) and ground
shipping costs to and from the location above. Contractor to
disassemble engines evaluate each engine in totality, for repairs and
replacement as necessary, refurbishment of airflow tolerances per
plasma coating to factory specifications, and perform test cell run in
accordance with DMWR 55-2840-248-2. The contractor to provide cost of
repair to the contract issuing office: USPFO for Missouri, ATTN: Ann
Lea, 7101 Military Circle, Jefferson City, MO 65101 or facsimile (573)
638-9992. The cost of repair shall include a breakdown labor hours
times labor rate (prevailing wage rates are applicable), itemized price
list of required parts (the government reserves the right to provide
any required parts). Proposals for repair should also include a
technical statement of discovery and work to be performed. Provide cost
estimates for repair for each engine separately (two (2) line items).
After review of the contractor's proposal for repair, the Government
may choose not to have the repair completed and the contractor is
responsible for reassemble of the engine(s) and return to location
above. The proposal for repair of the engines is 30 days from receipt
of the contract for teardown. The contractor is to provide an estimate
(number of days) to complete the repair after given a written "Notice
to Proceed". The Contractor must be able to provide FAA Certification
that they are a turbine engine repair facility and must perform the
repair work. The work performed must be warranted for 1,000 hours.
Engine GE-E-306849 had a turn-in write up of "FAILED MAX POWER CHECK".
Engine GE-E-307635 had a turn in write up of "HIGH HIT CHECKS and/or
FOD DAMAGE". Evaluation of proposals shall be in accordance with FAR
Clause 52.212-2, Evaluation Commercial Items, the following factors
shall be used to determine "best value", technical proposal,
performance proposal (provide 3 references of similar work, POC name
and telephone number) and price proposal. The following provisions and
