The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for the engineering inspection, evaluation, and report of findings for the Weather Surveillance Radar -- 1988 Doppler (WSR-88D) Microflect towers. There are nine sites: Alaska (7), Guam (1), and Puerto Rico (1). The Government does not own any of the necessary data associated with the WSR-88D Tower. The design and engineering data for WSR-88D Towers are the proprietary property of Valmont Microflect. The WSR-88D Tower, its subsystems, and component parts are manufactured by Valmont Microflect. The original NEXRAD production contract with Unisys (Lockheed-Martin Corporation) did not provide the Government ownership of the data rights for the WSR-88D Tower production, engineering, or technical data. Valmont-Microflect was a subcontractor to Unisys and had no direct contract with the Government. The Government does not have any technical information associated withthe Tower except site unique as-built drawings which were certified by Valmont-Microflect for Unisys within the overall NEXRAD as-built drawing package provided by Unisys for each individual site. Each site is unique and Valmont-Microflect has designated unique Tower drawing numbers for = every WSR-88D site within these packages. None of these drawings contain the detailed Tower engineering information necessary to support an inspection and engineering evaluation of the current condition of the WSR-88D towers for this requirement. These as-built drawings cite unique Valmont-Microflect drawing numbers and revisions, none of which have been provided to the Government for information nor provided with permission for disclosure. These drawings do not reveal installation and/or erection information outside of a pictorial of the completely installed tower at that site. Evaluation factors to include: (1) Price (2) Contractor shall explain the approach he will use in conducting the inspection and engineering evaluation. The Contractor shall identify personnel skills and certifications required, number of personnel required, OEM engineering data and technical documentation required for quality performance of the inspection process, special tools or equipment required for conducting the inspection, and length of time required for the inspection process. The Contractor shall provide a sample inspection report format documenting the results of a typical engineering evaluation and inspection and the types of information = which he will convey to satisfy the report requirement. (3) As a condition for award, offerors shall include in their proposal a letter from the original equipment manufacturer (OEM), Valmont-Microflect, stating that the OEM will grant permission to use the proper manuals, engineering = and maintenance data/drawings associated with the particular WSR-88D Tower installed at the specific NEXRAD sites indicated in the Government statement of work. Specific technical data for use shall be identified by documentnumber and manual number as appropriate in the OEM letter = of permission. The statement of work requires an engineering evaluation rather than a professional assessment based on past experience. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. Market research has not identified sufficient small business capability to set-aside this requirement, therefore it is = being advertised on an unrestricted basis.
