SEE NUMBERED Note 22 The National Cancer Institute (NCI) intends to negotiate an increased level of effort with Information Management Services, Inc., (IMS) on contract N02-PC-75003. This level of effort, TERM contract, which was awarded in 1997, provides support to NCI in the areas of 1) computer systems analysis, design, development and maintenance; 2) computer programming related to statistical analysis and operations research; 3) data management for cancer control research and other information processing. This contract currently provides support to NCI for program areas which include Surveillance Epidemiology and End Results (SEER), 5-A-Day for Better Health, Special Populations Studies, Clinical Nutrition Studies and Prevention Trials. An additional level of effort is needed to support the increased need for these and other program areas. Inherent duplication of costs to the Government and unacceptable delays in continued implementation of this project make competition unfeasible for this contract action.
