Description: This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6 as
supplemented, with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation (F26600-00-Q-Y008) is issued as a Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-15.
This acquisition is set-aside exclusively for small business concern.
The SIC code for this solicitation is 8748. Far 19 classifies small
businesses as those that gross equal to or less than $5 million
annually based on the average of the offeror_s past three fiscal years.
The item description is as follows: Contractor shall be responsible for
conducting scheduled testing sessions as designated by the Education
Services Officer (ESO) or his appointee. A testing session consists of
a scheduled period in which the contractor will administer various
tests and complete all related paperwork. The schedule of performance
is from 1 October 2000 _ 30 September 2001, with two option years. The
testing time schedule is as follows: Monday 0830 (up to 4 hours),
Wednesday 11:00 (up to 4 hours), Friday 0830 (up to 4 hours). The
contractor shall be familiar with the Examiner's manual and
instructions for administering the following tests; DANTES and CLEP
examinations, Scholastic Aptitude Tests (SAT), American College Test
(ACT), General Test of Education Development (GED), Extension Course
Institute (ECI), Graduate Record Examination (GRE), Graduate Management
Aptitude Test (GMAT), Strong-Campbell Interest Inventory (SCII), Career
Assessment Inventory (CAI), Kudor Occupational Interest Survey, Air
Force Reading Achievement Test (AFRAT) and answer sheets, and all
Practice Tests that are available through the DANTES Examination
Program, i.e., GED, CLEP, DSSTs, GRE, SAT, ACT. The contractor shall
meet the following qualifications: The Tests Examiner shall possess a
Bachelor's degree (Minimum: BS or BA degree from a regional accredited
school). The Test Examiner shall be required to complete the Test
Administrator's Workbook. During each test session, the contractor
shall monitor the examination and the examinee to insure proper
testing. The contractor shall conduct a test inventory at the end of
each testing session. Contractor shall notify examinees when
special-ordered tests arrive at the Education Center. Contractor shall
telephone examinees who have not taken their special-ordered tests
within 30 days and shall answer questions that cannot be answered by
the Administration Section of the Education Center on Text Control
Officer Alternate Test Control Officers. The contractor shall not be
required to hold session without having 48-hours advance notice. All
work shall be performed in the Education Center, Bldg 20, Room 327, at
the NCO Leadership School and other Nellis Units as part of the
Education Center's Outreach program. Contractor shall be required to
perform services when notified by the Education Center ( POC: Test
Control Officer, or alternate Test Control Officer). If contractor is
unable to perform, prime contractor may arrange for an acceptable
substitute to proctor test sessions with prior approval of the
Education Officer. This substitute will be compensated by the prime
contractor. The following is a list of forms and logs required to be
maintained and used by the Test Examiner. Test Examiner will maintain
other testing forms/logs as required by AFR 213-1, the DANTES
Examination Program Handbooks Volume I and II, and by the ESO: 1)
Express Mail Log, 2) Log of Independent Study Tests taken and returned,
3) ECI Inventory Report, ECI Test Notification Letters, ECI Test
Forwarding Letter, ECI Form 17, 4) Test Appointment Scheduling Sheet,
5) Forms to Distribute Test Score Reports to Counselors and
Administrative Staff, 6) Record of special-Ordered Tests, 7) DANTES
Test Inventory Log (DD Form 1996), DANTES Test Log (DD Form 1572),
DANTES Transcript Request Form, DANTES Order Form, DANTES 1560/14
Document Receipt Form, DANTES Material Request Form, DANTES Application
for Test Booklets, 8) Optional Form 62 (Safe or Cabinet Security
Record), 9) Certified Mail and DANTES Return Receipt Log, 10) File of
self-addressed enveloped for DANTES Transcripts and Test Scores, 11)
Test irregularity Report, 12) Examine Counseling Forms, 13) Log of
Forwarded Tests, 14) DD Form 815 Log, 15) AF Form 74 (Communications
Status Notice/Request), 16) Application for High School Equivalency
Diploma or Certificate. Quotations should be firm fixed price that
includes all cost necessary to perform the service. The government
intends to use best value judgement and may not award the purchase
order the lowest quotation received. The following factors shall be
used to evaluate offers: (i) Past performance-Submit responses IAW
52-212-1(b)(10), (ii) Price-Price will be an important factor in the
award of this purchase order.Prices will be analyzed and evaluated
based on price competition most advantageous to the government.
Government will consider the currency and relevance of the information,
source of the information, context of the data, and general trends in
contractor performance. In the case of a contractor without a record of
relevant past performance, the contractor will not be evaluated
favorable or unfavorably on past performance. The government will
consider completed questionnaires (Attachment 1). Award will be made to
the responsible, responsive offeror who provides the best overall value
to the government. Past performance information shall be required prior
to award. Offerors must submit accurate past performance information
relating to the requirement prior to bid close-out (past performance
references shall identify a point of contact with phone number).
Offerors shall forward past performance evaluations to a minimum of (3)
three past performance references, and have them forward their
evaluations to SSgt. Maria Wirhouski by fax at (702) 652-5405. The
provision at FAR 52.212-1, Instructions to Offerers-Commercial, applies
to this solicitation. The Clause at FAR 52.212-2; Evaluation of
Commercial items, applies to this solicitation, and FAR 52.246-4
Inspection of Services- Fixed price (Aug 1996) applies to this
solicitation and subsequent award. Award will be made to the
responsible, responsive offeror whose offer represent the best value to
the Government based on price and past performance. The provision at
FAR 52.212-1, Instructions to Offerers-Commercial, applies to this
solicitation. The Clause at FAR 52.212-2; Evaluation of Commercial
items, applies to this solicitation, and FAR 52.246-4 Inspection of
Services- Fixed price (Aug 1996) applies to this solicitation and
subsequent award. Award will be made to the responsible, responsive
offeror whose offer represent the best value to the Government based on
price and past performance. The following clauses also apply to this
solicitation and are incorporated by reference: FAR 52.217-5 Evaluation
of Options in Solicitations, FAR 52.217-9 Option to Extend the Term of
the Contract, FAR 52.232.19 Availability of Funds of the Next Fiscal.
The government will evaluate options price together for a total price
comparison. The government may determine that an offer is unacceptable
if the option prices are significantly unbalanced. Evaluation of
options shall not obligate the government to exercise the options. The
Government may extend the term of this contract by written notice to
the contractor within 30 days of the expiration of the contract,
provided that the Government shall give the contractor a preliminary
notice at least 30 days before the contract expires. The preliminary
notice does not commit the Government to an extension. If the
government exercises this option, the extended contract shall be
considered to include this option provision. The total duration of this
contract including the exercise of any options under this clause shall
not exceed 60 months. Prices to the government shall be as low as or
lower than those charged to the contractor_s most favored customer, in
additional to any discount for prompt payment. The Clause at 52.212-3
Offeror Representations and Certifications_Commercial items, applies
to this solicitation. Offerors who fail to submit a completed
Representation and Certification may be considered non-responsive. The

Orders-Commercial items, applies to this solicitation. Specifically,

In compliance with the Service Contract Act of 1965, and the
regulations of the Secretary of Labor, this clause identifies the
classes of service for employees expected to be employed under the
contract and states the wages and fringe benefits payable to each if
they were employed by the contracting agency subject to the provisions
of 5 USC 5341 or 5332. FAR 52.222-42, Statement of Equivalent Rates
for Federal Hires, FAR 52.222-43 Fair Labor Standards Act and Service
Contract Act-Price Adjustment (Multiple Year and Option Contracts).,
DFARS 252.204-7004 Required Central Contract Registration. For
solicitations after 1Jun 98 all contractors are required to be
registered in the central contractor registration (CCR) database to
receive a DOD award or payment. Lack of registration in CCR will make
an offeror ineligible for award. Internet processing takes approx. 30
