Background "F-117 BLOCK CYCLE 3 PROGRAM DEFINITION / RISK REDUCTION MARKET SURVEY The F-117A System Program Office (SPO), ASC/YN, at Wright- Patterson AFB Oh is publishing this synopsis on behalf of Lockheed Martin Aeronautics Co. Palmdale, CA. The F-117A Stealth Fighter program is considering replacement of several mission avionics subsystems to address component obsolescence, vanishing vendors, and hardware deterioration issues. The following systems are under consideration for replacement: *Infrared Acquisition and Designation System (IRADS)-the IR sensor system with a laser designator used to acquire targets and guide laser guided munitions to the target. The IRADS is considered mission critical and very highly integrated with the mission computer OFP. *Expanded Data Transfer System (EDTS)-the electronic memory module used to transfer system software and mission planning information to/from the aircraft mission computers. The EDTS must interface with the Air Force Mission Planning System (AFMSS). *Color Multifunctional Display Indicator (CMDI)-two front panel 5x5 inch Cathode Ray Tubes (CRTs) used to display aircraft heading, attitude, moving map and other aircraft mission information. The CMDIs are driven by a central display processor, which also controls other displays including the Heads-Up Display (HUD). Bezel buttons located around the periphery of the CRT control display functions on the CMDIs. *Sensor Display (SD)-the IRADS uses the CRT to directly display IR sensor video. It is envisioned that the CMDIs and the SD will be replaced with similar technology and as a package. LM Aero is currently under contract with the F-117 SPO to conduct a Program Definition/Risk Reduction (PDRR) effort for replacement of these avionics subsystems. As a part of PDRR, LM-Aero is conducting a market survey for suppliers interested in providing state-of-the-art IRADS, EDTS, CMDI, and SD replacement systems. Interested vendors would be subcontractors to LM-Aero for any future requirement. Objective: The purpose of this notice is to identify and establish initial interest and points of contact from private industry. Interested contractors should submit information to Lockheed Martin Aeronautics Company (LM Aero), the F-117 Prime Contractor with Total System Performance Responsibility (TSPR). LM Aero will use this information to prepare a bidder mailing list for a Request for Information (RFI) to be issued as part of the (PDRR) effort. No proposal is requested or required at this time. Participation in this effort is strictly voluntary. Potential subcontractors will not be reimbursed by Lockheed or the F-117 SPO for information provided. The F-117 SPO envisions a future Engineering and Manufacturing Development (EMD) program for system replacements to begin in FY04, with production and aircraft retrofit beginning in FY07 (50 aircraft plus spares). At the present time, the Air Force intends to issue a sole source prime contract to LM-Aero for the EMD program. LM Aero would conduct all required procurement actions leading to award of subcontracts for the systems described above. Information Sought: All interested suppliers are requested to provide technical information regarding their system. Critical factors will include system compatibility; reliability, maintainability, & supportability (RM&S); development status (i.e. is it off-the-shelf or new development), interoperability; cost; and delivery schedule.
