fixed-price requirements contract for repair of components of the Scope
Shield II system. The Scope Shield II system includes the AN/PRC 139,
AN/GRC 238, OF-228/U, and AN/TRC 199 and 207. These spares will be
repaired at Tobyhanna Army Depot when the capability becomes
established. In decreasing order of estimated contract cost the
components to be repaired include, but are not limited to the
following: 6130-01-369-3394SJ, Power Supply, Base Station, EA 41;
5820-01-368-8292SJ, Receiver/Transmitter, EA 59, P/N SS-4100807-502;
5820-01-369-8584SJ, Base Station Unit, EA 5, P/N SS-4100804501;
5820-01-369-8572SJ, Receiver/Transmitter, EA 31, P/N SS-4100819-501;
5820-01-442-7511SJ, Bi-Directional Rptr, EA 2. Delivery will be 30 days
after receipt of the repairable component. There will be a 1-year
period after award of the contract for the Government to deliver to the
contractor all of the repairable items listed in the RFQ. Delivery will
be to Robins AFB. The approximate issue date will be: 28 Jul 2000 with
the approximate response date of 28 Aug 2000. Interested contractors

on a sole source basis to RACAL Communications Inc., 5 Research Place,
Rockville, MD 20850-3213 (CAGE: 23386). Authority: 10 U.S.C.
2304(c)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The data is proprietary; therefore, the Government cannot
furnish data or drawings to assist in the repair of these components.

concerning this acquisition. If the contracting Officer does not
satisfy your concerns, an Ombudsman has been appointed to hear serious
concerns that are not resolved through established channels. The
purpose of the Ombudsman is not to diminish the authority of the
program director or Contracting Officer, but to communicate serious
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
