NASA/GSFC plans to issue a Request for Quotation RFQ5-77960-907 for Synopsys Incorporated, Computer Aided Engineering (CAE) Annual Software Support This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase this software from Synopsys Incorporated, as they are the originator of this software package and the only provider of the support for this software. This software is used to facilitate the design of very high-density integrated circuits. These integrated circuit components are being developed for high performance ground and space based electronics. These tools directly support the ongoing efforts to design, develop, and test the microelectronic advanced space/ground electronics. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations have 21 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 21 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
