The General Services Administration intends to issue a contract to Economic Roundtable under the authority of FAR 6.302-1 through solicitation number 6TSA-00-JMT-0109. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-42. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is to provide training for Air Force personnel in how to accomplish a Labor Market Analysis (LMA) using the A-76 studies. This training must enhance personnel's awareness of how to depict labor market trends. In addition, the training should help personnel understand how to collect and analyze common labor force data. The contractor will research, build and conduct a 2 day labor market analysis course for up to 35 students in San Antonio, TX meeting the above criteria. Contractor will provide required materials and provide instruction for the course. The Air Force will provide the training facility. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received by 4:00 p.m., CST, 7/13/00 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
