NASA/GSFC plans to issue a Request for Quotation RFQ5-76636-907 for Innoveda (formerly Viewlogic) Electronic Design Software with Maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This software is equivalent to the software that is currently being used in a workstation environment and must be compatible with existing Design Tools. NASA/GSFC intends to purchase this software from Innoveda Software as they are the originator of this software package and the only provider of the support for this software. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Souce. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations have 21 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 21 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
