sh191h@nih.gov. The National Cancer Institute/NIH/DHHS plans to
negotiate with Westat,Inc., the Coordinating Center of the Prostate,
Lung, Colorectal and Ovarian (PLCO) Screening Trial an extension of its
contract for seven years with an increase in contract value. The
extension is necessary in support of the ten Screening Centers,
Laboratory and Biorepository. Westat was selected competitively in 1992
as the PLCO Trial Coordinating Center with responsibility for protocol
management, data management, systems development and support, and
trial wide coordination until its conclusion. The trial, originally
expected to conclude in 2008, has been continued through 2015 to ensure
that its scientific goals are achieved. This extension was
unanticipated and reflects necessary continuation of the recruitment
and follow-up periods. Authority: 41 USC 253(c)(1), as set forth in FAR
6.302-1. Continuity in coordination of this long term and complex trial
is mandatory. Inherent duplication of cost to the Government and
disruptions in the work of the eleven contractors and more than 140,000
participants make competition infeasible. Numbered Note 22: The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received within forty-five days
(thirty days if award is issued under an existing basic ordering
agreement) after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Posted
